Silence in Organizations: A Review and Discussion of the Literature

Resumo: This paper aims to present how silence has been studied by management researchers or by those of related fields (e.g., Organizational Psychology or Organizational Communication). It is important to study silence in organizations due to its pervasiveness and various consequences for employees (e.g., stress, anxiety, low self-esteem, and cognitive dissonance), for organizations (e.g., absenteeism, higher levels of turnover, and lower levels of productivity), and for the society (e.g., no reporting of illegal or unethical behavior by organizations). A bibliographical research is carried on based on Brinsfield, Edwards e Greenberg’s (2009) waves of research of voice and silence in organizations, focusing on silence. From the first wave (1970-1980) it is presented the Spirals of Silence and the MUM Effect. From the second wave (1980-2000) it is presented the whistleblowing, principled organizational dissent, organizational justice, issue selling, organizational citizenship, and the deaf-ear syndrome. From the third wave (from 2000 onwards) it is presented the organizational silence, employee silence, job withdrawal, and organizational learning and knowledge transfer. The research, especially in the case of the third wave, has evolved from conceptual and qualitative research designs to a more quantitative approach, what has been questioned by some researchers calling for the need of theoretical and methodological approaches beyond the positivist conception of most papers. The Brazilian research on silence, despite its small volume, contributes to the understanding of the phenomenon as it fits into the current agenda, seeking to build bridges between the knowledge obtained abroad and its relationship with the local culture (case of the whistleblowing), questioning the one-sided approach on a certain topic (case of the organizational silence) or trying to understand the silence as a necessary pause to understanding and learning. Finally, other bibliographical studies about silence may be carried on considering other Latin languages, as well as the Brazilian research may take into account the local culture and its characteristics to develop new studies on the subject, considering also other theoretical and methodological approaches to it.

Estudiar el silencio en las organizaciones es importante debido a sus diversas consecuencias para los empleados (por ejemplo, estrés, ansiedad, autoestima baja y la disonancia cognitiva), para organizaciones (por ejemplo, ausentismo, mayor rotación, baja productividad) y la sociedad (por ejemplo, no denuncia de los actos ilícitos cometidos por las organizaciones). Se hace una investigación bibliográfica basada en la división en tres olas de investigación sobre la evolución de la voz y el silencio en las organizaciones de Brinsfield, Edwards y Greenberg (2009), centrándose en silencio. La primera ola (1970-1980) se presentan: el concepto de la voz y el de silencio subsumido al concepto de lealtad; la "espiral del silencio" y el “MUM Effect”. La segunda ola (1980-2000): las “denuncia de irregularidades”; la “disidencia organizacional basada en principios”; la justicia organizacional; el “issue selling”; la ciudadanía organizacional; el ostracismo social y la “deaf-ear syndrome”. La tercera ola (2000 en adelante): el silencio organizacional; el silencio de los empleados, la retirada del trabajo y aprendizaje organizacional y la transferencia de conocimientos. Se observó que la investigación, especialmente en el caso de la tercera ola, ha empezado como conceptual y cualitativa para un enfoque más cuantitativo, con algunos investigadores clamando por la necesidad de utilizarse otros enfoques teóricos y metodológicos más allá de la inspiración positivista. Los estudios brasileños sobre el silencio, a pesar del pequeño volumen, contribuyen para la comprensión del fenómeno pues se encajan en la agenda actual, buscando construir puentes entre el conocimiento obtenido en el extranjero y su relación con la cultura local (caso del whistleblowing), cuestionando el enfoque unilateral sobre determinado tema (caso del silencio organizacional) o comprendiendo el silencio como pausa necesaria para la comprensión y el aprendizaje. Por último, investigaciones bibliográficas pueden considerar otras lenguas latinas, así como la investigación brasileña hay que tener en cuenta la cultura local y sus características para desarrollar nuevos estudios sobre el tema, teniendo en cuenta otros enfoques teóricos y metodológicos para estudiarlo.O objetivo deste trabalho é apresentar como o silêncio tem sido estudado por pesquisadores de gestão ou áreas afins (como a psicologia ou comunicação organizacionais). Ignorado por longo tempo, o silêncio emerge como uma área frutífera de pesquisa devido a diversas consequências que ele pode causar para os empregados (e.g., estresse, angústia, baixa auto-estima e dissonância cognitiva), para as organizações (e.g., absenteísmo, maior rotatividade, baixa produtividade) e para a sociedade (e.g., não denúncia de ilegalidades cometidas pelas organizações). Faz-se um levantamento bibliográfico com base na divisão em três ondas de pesquisa sobre a evolução dos estudos de voz e silêncio nas organizações baseado em Brinsfield, Edwards e Greenberg (2009), com foco no silêncio. Da primeira onda (1970-80) são apresentados: o conceito de voz e a subsunção do silêncio ao conceito de lealdade; as “Espirais de Silêncio” e o “Efeito Mudo” (MUM effect). Da segunda onda (1980-2000): a “denúncia de irregularidades organizacionais” (whistleblowing); a “discordância organizacional baseada em princípios” (principled organizational dissent); a justiça organizacional; a “promoção de questões” (issue selling); a cidadania organizacional; o ostracismo social e a “síndrome do surdo” (deaf-ear syndrome). Da terceira onda (2000 em diante): o silêncio organizacional; o silêncio dos empregados; retirada do trabalho (job withdrawal); aprendizagem organizacional e transferência de conhecimento. Observou-se que as pesquisas, principalmente no caso da terceira onda, têm evoluído de pesquisas conceituais e qualitativas para pesquisas quantitativas, havendo questionamentos de alguns pesquisadores sobre a necessidade de se utilizar outras abordagens teórico-metodológicas além das de inspiração positivista. A pesquisa brasileira sobre silêncio, apesar do pequeno volume, contribui na compreensão do fenômeno na medida em que se insere na agenda atual, buscando fazer pontes entre o conhecimento obtido no estrangeiro e sua relação com a cultura local (caso do whistleblowing), questionando a unilateralidade das pesquisas em determinado tema (caso do silêncio organizacional) ou buscando compreender o silêncio também como espaço de compreensão e aprendizagem.
