Resumo: This paper is concerned with analysis of labour productivity - both individual and agregate - in companies that integrate the shoemaking industry cluster in Franca, State of São Paulo, Brazil. It was an exploratory research limited to a non-statistical sample composed of 16 companies, two of them were large companies, seven were medium sized companies, and seven were small companies. Descriptive statistics and statistical inference techniques were applied (bivariate correlation test). The results showed that there is no evidence of homogeneity in labour performance productivity among companies that integrate the cluster, once they are unequal, non simetrical, showing that the shoemaking industry in Franca is closer to an assembly of similar companies than a cluster. This shows that there is a need for investment in management training in order to allow for the development of a cluster, which would in turn result in colective and dynamic competitive advantages.

This shows that there is a need for investment in management training in order to allow for the development of a cluster, which would in turn result in colective and dynamic competitive advantages.Este trabalho trata da análise do desempenho da produtividade da mão-deobra, individual e agregada, das empresas que compõem o Arranjo Produtivo de empresas fabricantes de calçados do município de Franca, Estado de São Paulo. A pesquisa realizada em 2002, de natureza exploratória, limitouse a uma amostra não probabilística composta de 16 empresas, sendo duas empresas de grande porte, sete empresas de médio porte e sete empresas de pequeno porte. Foram aplicadas as técnicas estatísticas descritiva e inferencial (o teste de correlação bivariada). O resultado revelou que não existe evidência da homogeneidade do desempenho da produtividade da mão-de-obra entre as empresas que compõem o Arranjo Produtivo Local (APL), uma vez que elas são díspares, não simétricas, mostrando que o setor calçadista do município de Franca está mais próximo de um ajuntamento de empresas similares do que de um APL.
