Resumo: | Corporate Social Responsibility(CSR) has been discussedin boththeacademicandbusiness circles, having been portrayedas a strategy thatmay contribute to thefinancial performance of companies, astrategic response toinstitutional pressuresincurred by the companies, a merespeechmarketing,or evenapost-profit activity. The discussion on the topic remains centered organizations and other actors (stakeholders) are treated as adjuncts satellites. Thepurpose of this studyis to shift thecenter of discussion onCorporate Social Responsibility (CSR), the companyfor civil societyand respondto the followinginvestigative question: to what extentthe discourseand practicesare congruentPetrobras, from the perspective ofcommunitylivesaround theDuque de Caxias Refinery(Reduc)? It is basedon the belief thatsomething fundamentalhas been lostin the search forsolutionspurely technical-instrumental, which resulted in the generation ofanutilitarianand calculating society. Unlike other studies that aimed to analyze the correlation between CSR and financial return, public policy or social investment, this seeks to analyze the speech Petrobras on CSR and confront him with the look of residents of the community.It was understoodthe need togive voiceto those whoare marginalizedand forgottenin official speeches, in this case,the community of Campos Eliseos. Thus, we conducted anempirical researchin the community, located in Duque deCaxias, using different ethnographic approaches, such as autoethnographyand photoethnography. We found thatthe imagethatcommunicatesexternallyPetrobrasis thegreat virtueof havinganagendaand ensures thatits activities forecologicalpracticesand politicallycorrect, but it was found thatthe surrounding communitydoes not sharetheview thatPetrobras announcesexternally intheirSecurity Policies, Healthand Environment, which is tohave a greatcivic virtue. It is understoodthat organizationsare accountablenot onlyto shareholdersbut alsoemployees, media, government andthe communities in whichthey operate andwith which they interact. Advocatesthe democratizationof decision-makingorganization, which should be givenon the basisof amore participatorydialoguewith allsocial partners. |

La discusión sobre el tema sigue siendo organizaciones centradas y otros actores (stakeholders) son generalmente tratados como satélites adjuntos. El propósito de este estudio es cambiar el centro del debate sobre la RSC, las empresas y la sociedad civil para responder a la siguiente pregunta de investigación: ¿hasta qué punto el discurso y las prácticas de Petrobras son congruentes, desde la perspectiva de la comunidad vidas en todo el Duque de Caxias ( Reduc )? Se basa en la creencia de que algo fundamental se ha perdido en la búsqueda de soluciones meramente técnico-instrumentales, lo que resultó en la generación de una empresa mercadocêntrica, utilitaria y calculadora. A diferencia de otros estudios que tuvo como objetivo analizar la relación entre la RSC y la rentabilidad financiera, la política pública o la inversión social, que trata de analizar el discurso de Petrobras sobre RSC y confrontarlo con la mirada de los habitantes de la comunidad de los Campos Elíseos - RJ, que está cerca de la refinería, sobre el impacto de su operación. Por ejemplo, se llevó a cabo en la comunidad, marginada y olvidada en los discursos oficiales, la investigación inspirada por la etnografía y sus variantes, como autoetnografia y fotoetnografia, y se encontró que la imagen que Petrobras comunica externamente en sus políticas de Seguridad, Salud y Medio Ambiente no es compartida por la comunidad. Se entiende que las organizaciones son responsables no sólo a los accionistas sino también a los empleados, medios de comunicación, el gobierno y las comunidades en las que operan y con los que interactúan. Em este estudo se aboga por la democratización de la organización de la toma de decisiones, que debe darse sobre la base de un diálogo más participativo con todos los interlocutores sociales.A Responsabilidade Social Corporativa (RSC) tem sido objeto de discussão tanto nos meios empresariais quanto nos acadêmicos, já tendo sido retratada como estratégia que pode contribuir para o desempenho financeiro das empresas, uma resposta estratégica a pressões institucionais sofridas pelas empresas, um mero discurso de marketing, ou ainda, uma atividade pós-lucro. A discussão sobre o tema permanece centrada nas organizações e os outros agentes (stakeholders) são, geralmente, tratados como satélites coadjuvantes. A proposta deste estudo é deslocar o eixo da discussão sobre Responsabilidade Social Corporativa (RSC), da empresa para a sociedade civil e responder à seguinte questão investigativa: em que medida o discurso e as práticas da Petrobras são congruentes, sob a ótica da comunidade que vive ao redor da Refinaria Duque de Caxias (Reduc)? Fundamenta-se na crença de que algo fundamental se perdeu na busca por soluções meramente técnico-instrumentais, as quais resultaram na geração de uma sociedade mercadocêntrica, utilitarista e calculista. Ao contrário de outros estudos que objetivaram analisar a correlação entre RSC e retorno financeiro, políticas públicas ou investimento social, neste busca-se analisar o discurso da Petrobras sobre RSC e confrontá-lo com o olhar dos habitantes da comunidade de Campos Elísios, localizada em Duque de Caxias, a qual é vizinha da Refinaria, sobre o impacto das operações desta. Entendeu-se a necessidade de se dar voz aos que são marginalizados e esquecidos nos discursos oficiais, no caso, a comunidade de Campos Elíseos. Para tal, foi realizada na comunidade, uma pesquisa inspirada na etnografia e suas variantes, como a autoetnografia e a fotoetnografia, e foi constatado que a imagem que a Petrobras comunica externamente em suas Políticas de Segurança, Saúde e Meio Ambiente (ter uma grande virtude cívica, pautando suas atividades por práticas ecológica e politicamente corretas) não é compartilhada pela comunidade. Entende-se que as organizações devam prestar contas não só aos seus acionistas, mas também aos empregados, mídia, governo e às comunidades nas quais operam e com as quais interagem.
