Planning health actions using data from the Unified Health System is very important for the proper functioning of services and public policies, the use of new solutions facilitate sectors, such as budget planning and better service in the units. The research intends to study the reflexes in the profile of the Public Administration, in the face of the social and economic changes of the world, to verify if the efficiency consists of a right of the citizen and a duty of the public agent and what means that the society has to claim the accomplishment of this right /duty established by the Major Law. The work also seeks to present the needs for change in the way of planning the municipal management system, a sector that encounters difficulties in terms of efficiency, as a way to make them more agile and efficient, through the implementation of data-based management and thus make more efficient municipal administration. The research methodology was initially carried out with a bibliographical review of Brazilian laws and principles of the SUS, smart cities and efficiency and effectiveness, and subsequently 3 specific objectives were studied. Objective 1 of the study is to present, through interviews carried out at the UBS Basic Units, taking into account accessibility, both in compliance with the ABNT 9050 standard and in compliance with mechanisms of the Unified Health System, at the municipal level, in this case, the municipality of Ilhabela. Objective 2 - Analysis of location data by maps using open data from IBGE. And for Objective 3, evaluate the UBS according to the principles of the SUS, list and discuss how these measures support the achievement of SDG goals and the constitutional principle of efficiency, inserted in art. 37 of the Constitution of the Republic by Constitutional Amendment No. 19, of June 4, 1998. The work thus contributes to promoting a healthy life and well-being for all, as it seeks to integrate concepts of analysis of data indicators for a more efficient. The data provide information that provides the public manager with the possibility of planning concrete actions at the regional and municipal scale and helps in the creation of strategies and improvements in the units, since many of them are unable to achieve efficiency and effectiveness in the service in Ilhabela.
