Resumo: The challenge of the inclusion of special pupils with necessities in the regular net of situated education between the contained speeches in the legal apparatus and the daily pertaining to school, discloses the weight historical of the exclusion that persists in the practical ones of segregation. The intention does not consist of deepening a boarded subject for some researchers, but removing some facts that illustrate above the declared one historically. In Greeks legends to limp was a reason to marginalize a person. The Old Age registers dissemination and abandonment of the people who present deficiency. The Average Age considers them angels or possessed people for malignant entities and condemns to the bonfire, but in the end of the period it contemplates them medical attendance. Century XVI initiates the medical treatment, but of form segregated in a place for the lepers. In century XX the speeches nail measured of sterilization and segregation. The people who possess mental deficiency pass of the asylums and hospitals for the special or common school. From the 1990´s the worldwide recommendations refer to the principles of the integration and normalization for special education and Brazil is engaged in this movement. The Declaration of Salamanca awaken the concept of inclusive school, guides changes in the paradigm of the Special Education and rues-echo in the LDB (1996), whose innovative rule is the inclusion of all the pupils in the regular net of education. Recent documents confirm the recommendations and denounce persistent marks of segregation in the educational scene and the daily one of the schools. Teacher of municipal school of the first series of basic education discloses in interview, that the performance of the professors, even so unprepared, solutions search creative to surpass the impediments and the challenges of the inclusion.

A intenção não consiste em aprofundar um tema abordado por vários pesquisadores, mas retirar alguns fatos que ilustram historicamente o acima enunciado. Nas lendas gregas a claudicância é motivo de marginalização. A Idade Antiga registra abandono extermínio das pessoas que apresentam deficiência. A Idade Média as considera anjos ou possuídas por entidades malignas e condena à fogueira, mas no final do período as contempla com atendimento assistencial. O século XVI inicia o tratamento médico, mas de forma segregada nos leprosários. No século XX os discursos pregam medidas de esterilização e segregação. As pessoas que possuem deficiência mental passam dos asilos e hospitais para a escola especial ou comum. A partir da década de 90 as recomendações mundiais pautam-se nos princípios da integração e normalização para educação Especial e o Brasil engaja-se neste movimento. A Declaração de Salamanca desperta o conceito de escola inclusiva, norteia mudanças no paradigma da Educação Especial e repercute na LDB (1996), cujo preceito inovador é a inclusão de todos os alunos na rede regular de ensino. Documentos recentes confirmam as recomendações e denunciam marcas persistentes de segregação no cenário educacional e no cotidiano das escolas.
