Business incubation is a relative new and important theme in the global context. In many economies that are based on innovation, such as Israel and Germany, have a strong presence of the phenomenon of business incubation. In Brazil, business incubators, mainly the technology-based ones, are growing stronger over the years, with important contributions to the process of incubation of ideas that make enterprises and of entrepreneurs who become business-owners. Thus, business incubators allow the available capabilities and resources (Resource-Based View - RBV) to support the development of entrepreneurial capabilities of its entrepreneurs and of the incubated tenants. This study aims how the technology-based incubators contribute to the development of enterprises in the different stages of the incubation process. The method of research was the study of multiple cases with the CIETEC s manager and with four companies at different stages of incubation, based on the works of Eisenhardt (1989) and Yin (2003). Data analysis followed the techniques of clustering suggested by Miles and Huberman (1994). The main results reports that entrepreneurial skills have their roots in professional and academic experiences of entrepreneurs, as well as the nature of these capabilities are aligned with experiences that entrepreneurs brought from their lives. The role of incubators in developing these capabilities is passive, since it only provides an environment in which the entrepreneur may develop himself along with its capabilities. The training of entrepreneurs to develop a business plan is a factor that positively contributes critically to the establishment of the enterprise, since it enhances the planning and execution capabilities of the incubated companies. The infrastructure, contrary to what had been expected, showed little importance to the establishment of the enterprises, being surpassed by other factors, such as networking development.
