Resumo: The article aims to analyze the various arguments about the best form of government developed by Herodotus in his book History. The Greek historian recreates a "celebrated discussion" that is said to have taken place in Persia between three participants:  Othanes, Megavises and Darius, each of whom defends a certain form of government as the best while making a critique of the forms of government defended by the other participants in the debate. Finally, the classification of the forms of government in classical political philosophy is presented.

O artigo tem como objetivo analisar os diversos argumentos sobre a melhor forma de governo desenvolvidos por Heródoto no seu livro História. O historiador grego recria uma “discussão celebre” que teria acontecido na Pérsia entre três participantes:  Otanes, Megavises e Dário, cada um dos quais defende uma determinada forma de governo como a melhor ao mesmo tempo que faz uma crítica às formas de governo defendidas pelos outros participantes do debate.
