Resumo: Having as its basis the Hegelian dialectic method, this thesis tries to show the Municipal Counseling of Children´s and Adolescents` Rights of Carazinho/RS (COMDICACAR), as a propitious space for the construction of citizenship, with the help of the participation of the community in the beginning of the twenty first century. We started from the presupposition that the reconstruction of the creases of the Brazilian history showed us a dramatic process, pervaded with practices of control associated with slavery and passivity of the population. Thus, the COMDICACAR, presents itself depleted in its responsibility, without being able to propose changes that partake of the proposition of the Statute of the Children and Adolescents, without appearing as a favorable space for the construction of citizenship and community participation. The records of proceedings of ordinary meetings and extra meetings, whose documents registered the everyday life in which the principal categories of this research were shown, were used in the execution of this research; construction of citizenship, community participation and COMDICACAR. In a preliminary synthesis, this study concluded that the Municipal Counseling of Children´s and Adolescents` Rights of Carazinho can constitute itself in a space for the construction of citizenship through community participation as long as it enables a “citizen attitude” that is able to implement practices of a culture of community participation developed within the Counseling services.

Partimos do pressuposto de que a reconstrução das dobras da história brasileira mostrou-nos um processo dramático, permeado por práticas de controle associadas a escravidão e a passividade da população. Desta forma, o COMDICACAR, apresenta-se esvaziado em sua responsabilidade, sem conseguir propor mudanças que se associem à proposta do Estatuto da Criança e do Adolescente, sem se destacar como um espaço propício à construção de cidadania e á participação popular. Para a realização desta pesquisa foram utilizadas as atas de reuniões ordinárias e extra-ordinárias cujos documentos registraram o cotidiano no qual evidenciou-se as categorias principais desta pesquisa; Construção da Cidadania, Participação Popular e COMDICACAR. Numa síntese provisória, este estudo concluiu que o Conselho Municipal dos Direitos da Criança e do Adolescente de Carazinho pode constituir-se num espaço de construção de cidadania através da participação popular na medida em que possibilite uma “ação cidadã” capaz de implementar práticas de uma cultura de participação popular desenvolvidas no interior dos próprios Conselhos.Made available in DSpace on 2013-08-07T19:11:03Z (GMT).
