COMPARATIVE ANALYSIS OF IV GOAL OF THE NATIONAL EDUCATION PLAN AND THE MUNICIPAL EDUCATION PLAN OF NOVA FRIBURGO

Resumo: | Brazil stands out in relation to other countries for having an advanced legal framework in relation to the implementation of the rights of people with disabilities. One of the legal frameworks is the Federal Constitution of 1988, which defines in its article 205 that education is everyone's right. This text presents a comparative analysis between Goal 4 of the National Education Plan, its strategies, with the Municipal Education Plan of the Municipality of Nova Friburgo and how it has been organized to comply with what the legislation recommends. As a methodological resource, bibliographic and documentary research in public databases was used. Contextualizing the municipality, we analyzed the monitoring documents of the municipal plan in question. The analysis allows us to conclude that the strategies of the Municipal Education Plan of Nova Friburgo, in relation to guaranteeing rights and improving Special Education, are very close to what is proposed in the National Plan for this same modality, and that they were constructed in a democratic way and participatory, with representation from different segments of society. However, it is necessary for the Plan to advance in relation to the conditions of access and permanence of the public for which it is intended. It is important that the monitoring of these actions continues to take place, despite the challenges posed in the pandemic context and socioeconomic obstacles, with the aim of adjusting and reviewing what was planned in relation to the strategies, putting them into practice, so that the municipality be successful at the end of the term of your plan. |

Um dos marcos legais é a Constituição Federal de 1988, que tem definido no seu artigo 205 que a educação é direito de todos. Assim, este trabalho tem como objetivo elaborar uma análise comparativa entre a Meta 4 do Plano Nacional de Educação, suas estratégias, com o Plano Municipal de Educação do Município de Nova Friburgo e como este vem se organizando para cumprir o que a legislação recomenda. Como recurso metodológico, foi utilizada a pesquisa bibliográfica e documental, em bancos de dados públicos, contextualizando o município, analisamos os documentos de monitoramento do plano municipal em questão. A pesquisa concluiu que as estratégias do Plano Municipal de Educação de Nova Friburgo, em relação à garantia dos direitos e melhoria da Educação Especial, se aproximam muito do que está proposto no Plano Nacional para essa mesma modalidade, e que foram construídas de forma democrática e participativa, com a representação de diversos segmentos da sociedade. Porém, é necessário que o Plano avance em relação às condições de acesso e permanência do público ao qual se destina.
