COMPARATIVE ANALYSIS OF IV GOAL OF THE NATIONAL EDUCATION PLAN AND THE MUNICIPAL EDUCATION PLAN OF NOVA FRIBURGO

Brazil stands out in relation to other countries for having an advanced legal framework in relation to the implementation of the rights of people with disabilities. One of the legal frameworks is the Federal Constitution of 1988, which defines in its article 205 that education is everyone's right. This text presents a comparative analysis between Goal 4 of the National Education Plan, its strategies, with the Municipal Education Plan of the Municipality of Nova Friburgo and how it has been organized to comply with what the legislation recommends. As a methodological resource, bibliographic and documentary research in public databases was used. Contextualizing the municipality, we analyzed the monitoring documents of the municipal plan in question. The analysis allows us to conclude that the strategies of the Municipal Education Plan of Nova Friburgo, in relation to guaranteeing rights and improving Special Education, are very close to what is proposed in the National Plan for this same modality, and that they were constructed in a democratic way and participatory, with representation from different segments of society. However, it is necessary for the Plan to advance in relation to the conditions of access and permanence of the public for which it is intended. It is important that the monitoring of these actions continues to take place, despite the challenges posed in the pandemic context and socioeconomic obstacles, with the aim of adjusting and reviewing what was planned in relation to the strategies, putting them into practice, so that the municipality be successful at the end of the term of your plan.
