Resumo: The article presents part of ongoing research, which aims to understand the conception and curricular perspective of the Read and Write Program, implemented in the state education system of São Paulo in 2008. The bibliographical review carried out shows that the Program to Read and Write presents weaknesses in the interactionist construction of reading and writing, and that the guides and manuals of this Program are mere scripts for externalevaluations and not for the construction of a universal and common knowledge, revealing indications process of homogenization of practices in the classroom,  disregarding teacher autonomy.
