Analysis of compliance with legal requirements in favor of the implementation of the Northeast Atlantic Forest Conservation Unit

Resumo: The Parque Estadual Mata da Pipa (PEMP), a protected area created more than 10 years ago (State Decree No. 19,341, dated September 12, 2006), has not been implemented yet. Then, a qualitative study was conducted with the objective of analyzing compliance with the legal requirements for the creation and implementation of the PEMP. The data comes from documental analysis, interviews and participant observation with the Management Council from 2016 to 2017. It was identified that the environmental agency fulfilled the requirements for the institution of the Conservation Unit (CU), but the speed impaired the result; Relevant advances in the implementation of the CU were due to a judicial decision and due to the ethical commitment of the Management Council, especially the UC manager. The lack of efficiency in complying with the legal requirements for the UC institution entail complex obstacles to its implementation.
