Resumo: This paper gathers arguments and situations that hold the need about the reflection about the “new human city”, joined to a new concept of citizenship capable of encouraging proactive communication practices, in which the urban space becomes the subject of political appropriation and emotional territory. It is a perspective to be contemplated in the scenario of growing barbarism and conservatism, which we call “uncivil society” and we consider symptomatic in the context of the bankruptcy  of the liberal project launched by a whole set of narratives produced in the media, Government, and institutions.

El presente texto reúne argumentos y situaciones que sostienen la necesidad de reflexión sobre una “nueva ciudad humana”, articulada a un nuevo concepto de ciudadanía capaz de incentivar prácticas de una comunicación proactiva, en que el espacio urbano se convierta en sujeto de una apropiación política y afectiva del territorio.O presente texto reúne argumentos e situações que sustentam a necessidade de reflexão sobre uma “nova cidade humana”, articulada a um novo conceito de cidadania capaz de incentivar as práticas de uma comunicação proativa, em que o espaço urbano se torne sujeito de uma apropriação política e afetiva do território.
