Offensives against public health by the derivationist debate: the case of the Agency for the Development of Primary Health Care (ADAPS)

Resumo: | The objective of this article is to deepen the critical discussion of the policies adopted by the Bolsonaro government for public health, particularly on the implementation of the Agency for the Development of Primary Health Care (ADAPS) in the SUS, seeking to understand it in the context of the contemporary crisis of capital and its relationship with the state political form in Brazilian dependent capitalism. The article is structured in four parts. The first discusses the scope of the triple crisis of capital, in the health, economic and ecological dimensions, seeking to highlight its impact on the role of the capitalist State. The second addresses the characteristics of the State-form in the extension of the capital crisis, identifying the organic relationship between capital and the State in dependent capitalism. The third part presents, in this context of crisis, the particularity of the State-form in Brazil, highlighting the neo-fascist and autocratic dimension of the Bolsonaro government, with the growth of the political regime of restricted legitimacy. The fourth discusses the ostensible relationship 'State and Capital' in contemporary Brazilian public health, analyzing the case of the implementation of ADAPS, highlighting its characteristics and carrying out a materialist critique of this agency in the intensification of privatization in the SUS. |

O artigo está estruturado em quatro partes. A primeira discute a abrangência da crise tripla do capital, nas dimensões sanitária, econômica e ecológica, buscando evidenciar seu impacto no papel do Estado capitalista. Já a segunda parte aborda as características da forma-Estado na extensão da crise do capital, identificando a relação orgânica entre o capital e o Estado no capitalismo dependente. Por sua vez, a terceira parte apresenta, nesse contexto de crise, a particularidade da forma-Estado no Brasil, salientando a dimensão neofascista e autocrática do governo Bolsonaro, com o crescimento do regime político de legitimidade restrita.
