Public Policies, Poverty and Unequality in Brazil: appointments from an analytical approach of Amartya Sen

Resumo: This article addresses the relation between public policies, poverty and inequality in contemporary Brazil, identifying the elements that, historically, have had a negative impact on national development. Utilizing the data elaborated by the IBGE, in the 2000 Statistical Census and in the Instituto Brasileiro 2005 Synthesis of Social Indicators, it seeks to demonstrate that inequality, and not necessarily poverty, is the distinctive aspect in Brazilian society and that the Amartya Sen (Development as freedom) proposed analytical focus is a suitable and efficacious tool for the promotion and evaluation of public policies aimed at combating poverty and inequality observed in the national reality. As such, the introduction and the first part of this text contemplate the general panorama of poverty in Brazil. This is followed by an evaluation of the Amartya Sen work, highlighting the principal hypotheses and variables employed by the author and their pertinence to Brazilian reality. The conclusion considers the entirety of the presented information, affirming the proposed line of interpretation. Key words – Poverty. Inequality. Development. Public policies.

Public policies.O artigo aborda a relação entre políticas públicas, pobreza e desigualdade no Brasil contemporâneo, identificando os elementos que, historicamente, têm implicado negativamente sobre o processo de desenvolvimento nacional. Assim, a partir dos dados elaborados pelo IBGE, no Censo Estatístico de 2000 e na Síntese de Indicadores Sociais do Instituto Brasileiro, atualizados até 2005, procura demonstrar que a desigualdade, e não necessariamente a pobreza, é o aspecto distintivo da sociedade brasileira. Para isso utilizamos o enfoque analítico proposto Amartya Sem, em sua obra Desenvolvimento como liberdade, por considerarmos ferramenta apropriada e eficaz para a promoção e avaliação de políticas públicas destinadas a combater a situação da pobreza e da desigualdade observada na realidade nacional. Para tanto, a introdução e a primeira parte deste texto contemplam um panorama geral da pobreza no Brasil. Em seguida, apresenta-se uma avaliação da obra de Sen, buscando destacar as principais hipóteses e variáveis empregadas por este autor e a pertinência das mesmas para a realidade brasileira. A conclusão pretende contemplar o conjunto das informações apresentadas, assegurando a linha de interpretação proposta. Palavras-chave – Pobreza. Desigualdade. Desenvolvimento.
