Resumo: The text concerns the social participation in the public budget elaboration in Vitória and Serra, Brazil, from 1989 to 2003, and its relation with the local political culture. It analyses if and in what measure the relation that is set between participatory practices and local political culture reinforces or produce changes in the associative structure and in the societies political trajectory. In other words, it talks about the comprehension of the inter-relation between participation and political culture in a composition of a local associative structure and what are the effects of this inter-relation to the democratic results of Participative Budget and to its own local actors’ structure of association. Key-words: Participative budget; Political culture; Vitória; Serra.

Analisa se e em que medida a relação que se estabelece entre práticas participativas e cultura política local produz permanências ou mudanças na estrutura associativa e na trajetória política de atores societais. Em outras palavras, trata da compreensão da inter-relação que se configura entre participação e cultura política no quadro de uma dada composição de estrutura associativa local e, ainda, quais os efeitos dessa inter-relação sobre os resultados democratizantes do OP e sobre a própria estrutura de associação dos atores locais.
