The role of environmental social actors in the reorganization of public policies: a case study through the analysis of financial investment policies of the National Environment Fund (1990-2001)

Resumo: From 1990 to 2001, the Brazilian environmental fund was used not only with preservation concern. Other ecological practices were developed by green groops in Brazil. The article analises this process with the add of the Rawl's rational approach and the Habermas' communication one. They suggest that democratic life and ecological values are comprehended as being social practices and not metaphysical and abstract opinions which are declared in the name of natural protection and sustenable development. In this sense, the effort here is to make clear the political definition of the national themes associated with the ecological concern. In parallel, the hermeneutic references of Charles Taylor and Norbert Elias were also used in other to show how specific cultural interferences and the environmental problems are contemplated by the economic and statal structure of the country. Key words: Environmentalism; Public politics; National Fund of Environment.As diretrizes políticas de investimentos financeiros do Fundo Nacional de Meio Ambiente (1990-2001) assentam-se em preocupações não apenas relacionadas com a preservação da natureza, podendo-se, a partir daí, qualificar outras práticas ecológicas que entidades verdes desenvolvem no Brasil. O critério da razoabilidade (Rawls) e o da comunicabilidade intersubjetiva (Habermas) nos sugerem que entender estas práticas é uma tarefa de natureza política e socialprática, e não metafísica e abstrata como está expressa no discurso corrente sobre a defesa da natureza e do desenvolvimento sustentável. Compreender pois a forma como valores ecológicos são assimilados e compartilhados na sociedade brasileira passa pelo entendimento da vida democrática. Estes dois critérios aduzem à preocupação do autor em fortalecer o aspecto político da definição dos temas públicos nacionais ligados à ecologia. Em paralelo, a epistemologia do pragmatismo daqueles dois teóricos referidos acima pode ser alinhada com os trabalhos de hermenêutica de Charles Taylor e Norbert Elias com o objetivo de sustentar uma forma de recepção da problemática ambiental que contempla as interferências culturais específicas atuando de modo diferencial e seletivo segundo a estrutura econômica e estatal do país.
