Global process and labor market: new dinamics in the automotive industry in Brazil in the 2000's

Resumo: The article aims at identifying the new dynamics in the labor market vis-à-vis economic global process, considering the automotive industry in Brazil, in the 2000’s, particularly the case of GM in Gravataí, Rio Grande do Sul. The central argument is that the global processes are contributing to create a new dynamics in the local labor market. The liberalization of the markets, the joint ventures of national and foreign capitals, the installation of new plants are a result of global processes that favor the creation of new activities and productive settings, new enterprises and employments, as well as creation of new capacities and knowledge. On the other side, the competition, instability and interdependency of global system would reinforce a social selection in local labor market, creating for economic and social vulnerable segments, new risks and anxieties. This would tend to mobilize institutional efforts to repair distortions results from the labor markets new complexity. Key words: Global process. Labor market. Automotive industry.

Automotive industry.O artigo tenta identificar novas dinâmicas no mercado de trabalho, face aos processos globais, a partir do que vem ocorrendo no setor automotivo brasileiro nos anos 2000, focando particularmente o caso do pólo de Gravataí (RS). O argumento central da análise é de que a constituição de processos globais promove novas dinâmicas em mercados de trabalho regionais. A abertura de mercados de produtos, as composições entre capitais nacionais e estrangeiros e os investimentos em novas plantas industriais expressam processos globais que poderiam criar novas atividades e funções produtivas, empresas e empregos, assim como estimular capacidades e conhecimentos. Por outro lado, a competitividade, instabilidade e interdependência do sistema global reforçariam a seletividade social nos mercados de trabalho regionais, constituindo novos riscos e ansiedades para segmentos econômicos e sociais vulneráveis.
