The political press and the electoral authoritarianism of the 1930s:: the dispute of narratives about the Vargas dictatorship of 1930-1934

Resumo: How did the Provisional Government headed by Getúlio Vargas between 1930 and 1934 forge the construction of a favorable narrative about its own acts in the face of the hostile press in Rio at the time (ABREU, 2019)? In Brazil, the literature has pointed out the complex relationship established by the press with the military dictatorship of 1964-1985 (CAPELATO; PRADO, 1980; MOTTA, 2017), in line with what was observed in comparative studies (MOTTA; TOULHOAT, 2022). The authoritarian experience of 1930-1934, however, did not receive the same attention. The purpose of this article is to examine how the newspaper O Radical, created to advocate in favor of the Revolution of 1930, reported the critical moments that challenged the permanence of the Vargas dictatorship and the consequent control of the Provisional Government over the process of re-constitutionalization of the country in the 1930s. We will analyze the periodical's journalistic coverage in key moments from 1932 to 1933, contrasting with what was published concomitantly by Diário de Notícias, which was in opposition to the dictatorship. Documentary criticism will reveal how O Radical sought to embed authority and credibility in its version of the historical process known as the Constitutionalist Revolution and subsequent developments that allowed Vargas to continue in power, based on typical features of populist rhetoric.

This article examines how the newspaper O Radical, created to advocate in favor of the 1930 Revolution, reported the critical moments that challenged the permanence of the Vargas dictatorship and the consequent control of the Provisional Government over the process of re-constitutionalization of the country. We will analyze the periodical’s journalistic coverage in critical political conjunctures from 1932 to 1933, contrasting with what was published by Diário de Notícias, which was in opposition to the dictatorship. Analyses of documents reveals how O Radical sought to portray the “pure” interests of the people and the government as one (“us”, the homeland) in opposition to the “corrupt” impetus of political opponents (“them”), in order to disseminate the official version of the historical process known as the Constitutionalist Revolution and the preparations for the convening of the Constituent Assembly. With this strategy typical of populista rhetoric (MUDDE; KALTWASSER, 2017), the newspaper vocalized the revolutionary discourse, in line with the electoral authoritarianism of the 1930s (RICCI, 2019).Como o Governo Provisório chefiado por Getúlio Vargas entre 1930 e 1934 forjou a construção de uma narrativa favorável sobre os seus próprios atos perante a imprensa carioca da época (ABREU, 2019)? No Brasil, a literatura tem apontado a complexa relação estabelecida pela imprensa com a ditadura militar de 1964-1985 (CAPELATO; PRADO, 1980; MOTTA, 2017), de forma similar ao observado em estudos comparados (MOTTA; TOULHOAT, 2022). A experiência autoritária de 1930-1934, porém, não recebeu a mesma atenção. O objetivo deste artigo é examinar como o jornal O Radical, criado para advogar em favor da Revolução de 1930, noticiou os momentos críticos que desafiaram a permanência da ditadura varguista e o consequente controle do Governo Provisório sobre o processo de reconstitucionalização do país. Analisaremos a cobertura jornalística do periódico em conjunturas políticas críticas de 1932 a 1933, contrastando com o publicado concomitantemente pelo Diário de Notícias, que fazia oposição à ditadura. A crítica documental revelará como O Radical procurou retratar os interesses puros do povo e do governo como um só (“nós”, a pátria) por oposição aos ímpetos corruptos dos adversários políticos (“eles”), para disseminar a versão oficial do processo histórico conhecido como Revolução Constitucionalista e dos preparativos à convocação da Constituinte.
