Pan-Americanization of Labor in the inter-war period: The International Labor Organization’s relationship with the American countries and the creation of the InterAmerican Labor Institute

Resumo: In this article, we deal with the connections and relations established by the American countries with the International Labor Organization in the interwar period. The framework of the relationship was set in two parallel instances: at the International Conferences of ILO member countries and the Conferences of American Countries, also known as Pan American Conferences. Those meetings took place in parallel and with their times. While the ILO was a recognition of situations and problems common to Latin American countries, the Pan American Conferences incorporated the issue of Labor and workers into the topics to be discussed. Here we deal with the processes of mutual recognition and the need to establish common behavioral guidelines for Latin America and within international organizations.

En cuanto en la OIT se realizaba un reconocimiento de situaciones y problemas comunes a los países latinoamericanos, en las Conferencias Panamericanas se incorporaba la cuestión del Trabajo y de los Trabajadores a los temas que debían ser discutidos. En este artículo tratamos la forma em que produjo el reconocimiento mutuo y la necesidad de establecer pautas de comportamiento común para América Latina en el ámbito de las organizaciones internacionales.No presente artigo tratamos das conexões e relações estabelecidas pelos países americanos com a Organização Internacional do Trabalho no período de entreguerras. O marco do relacionamento foi estabelecido em duas instancias paralelas nas Conferências Internacionais de países membros da OIT e nas Conferências de Países Americanos ou Conferências Pan-americanas que tiveram lugar paralelamente e com seus próprios tempos. Enquanto na OIT se constituía um reconhecimento de situações e problemas comuns aos países latino-americanos, nas Conferências Pan-americanas se incorporava a questão do Trabalho e dos trabalhadores às temáticas que deveriam ser discutidas.
