Daily control forms of the urban population of the XVII century: the right to quote

Resumo: The "almotaçaria", one of most antique and enduring institutions of Portu-guese cities, was ignored by historiography for a long time. The purpose of this article is to rescue the "almotaçaria" as a historic topic, and to demonstrate that three basic atributions of "almotaçaria"-rights (market, sanity and building control) reveal the deepest meaning of what was considered urban. Political science proposed that Modern State arouse from enlargment of the King's administrative fields. However, the study of "almotaçaria"-rights might conclude that this state of public policies emerges from the appropriation of county's adminitrative attributions.

El presente artículo tiene como objetivo rescatar este tema. Tratademostrar que las atribuciones básicas del derecho de cotización (control del mercado, del sanitario y del edificatorio) revelan el núcleo profundo de lo que era entendido como urbano. La ciencia política ha propuesto que el Estado Moderno centralizado nació de la profundización y del desenvolvimiento de la esfera administrativa del rey. Sin embargo, el estudio de la ley de cotización puede conducir a la conclusión de que este Estado de políticas públicas nace por la apropiación de las funciones administrativas de la ciudad. A almotaçaria, uma das mais antigas e duradouras instituições das cidades de origem portuguesa foi praticamente ignorada pela historiografia. O presente artigo tem por objetivo resgatar esse tema. Procura demonstrar que as atribuições básicas do direito de almotaçaria (controle do mercado, do sanitário e do edificatório) revelam o núcleo profundo daquilo que era entendido como o urbano. A ciência política tem proposto que o Estado Moderno centralizado nasceu do aprofundamento e desdobramento da esfera administrativa do rei.
