Ideational contexts and activist networks in institutional diffusion processes: the case of the 1918 university reform

Resumo: | Studies on policy diffusion have become more attractive and relevant as a way of understanding innovations and changes in public policy. Under this concept, we explore one of the most striking cases of institutional diffusion in Latin America: the process of transformation of Latin American universities linked to the reform movement that shook the University of Córdoba, in Argentina, during 1918. The principles of this reform inspired important institutional changes and continue to be central on the discussions about tertiary education in the region. Most of its precepts (political autonomy, student co-government, extension and social commitment) live today and are defended as fundamental pillars of the Latin American university. Thus, the main question that this article asks is: what is the contribution that the expansion of the university reform movement can make to diffusion theory? Our answer is that studying the diffusion of the Cordoba Reform allows to more deeply understand two very important dimensions in the circulation of ideas. First, the evidence allows us to delve into the role of the domestic context. The context is usually pointed out as a restriction on the diffusion process (it explains the distance between the original and the copy). However, in this case the ideational context favored the adoption of the reform. Second, historical reconstruction helps to understand more fully the role of entrepreneurs, in general, and that of a specific type of actors: activist networks, in this case, the student movement. |

Bajo este concepto exploramos aquí uno de los casos más llamativos de difusión institucional en América Latina: el proceso de transformación de las universidades de América Latina vinculado al movimiento reformista que sacudió a la Universidad de Córdoba, en Argentina, durante 1918. Los principios de esta reforma inspiraron cambios institucionales muy importantes y continúan siendo un eje de las discusiones sobre educación terciaria en la región. La mayor parte de sus preceptos (autonomía política, cogobierno estudiantil, extensión y compromiso social) viven en la actualidad y son defendidos como pilares fundamentales de la universidad latinoamericana. Así, la pregunta principal que este artículo se plantea es: ¿qué puede aportar la expansión del movimiento de reforma universitaria a la teoría de difusión? Nuestra respuesta es que estudiando la difusión de la Reforma de Córdoba es posible entender más a fondo dos dimensiones muy importantes en la circulación de ideas. En primer lugar, la evidencia permite profundizar en el papel del contexto doméstico. El contexto suele ser señalado como restricción al proceso de difusión (explica la distancia entre original y copia). Sin embargo, en este caso el contexto ideacional favoreció la adopción de la reforma. En segundo lugar, la reconstrucción histórica ayuda a entender más a fondo el papel de los emprendedores, en general, y el de un tipo específico de actores: las redes de activistas, en este caso, el movimiento estudiantil.Os estudos sobre difusão das políticas se tornaram mais atraentes e relevantes como forma de entender as inovações e as mudanças nas políticas públicas. Sob esse conceito, exploramos aqui um dos casos mais marcantes de difusão institucional na América Latina: o processo de transformação das universidades vinculado ao movimento de reformas que agitou a Universidade de Córdoba, na Argentina, em 1918. Os princípios dessa reforma inspiraram mudanças institucionais muito importantes e continua sendo um eixo de discussões sobre o ensino superior na região. A maioria de seus preceitos (autonomia política, co-governo estudantil, extensão e compromisso social) vive hoje e é defendida como pilares fundamentais da universidade latino-americana. Assim, a principal questão que este artigo faz é: em que a expansão do movimento de reforma universitária pode contribuir para a teoria da difusão? Nossa resposta é que, estudando a expansão da Reforma de Córdoba, é possível entender mais profundamente duas dimensões muito importantes na circulação de idéias. Primeiro, a evidência nos permite aprofundar no papel do contexto doméstico.
