Neo-patriotic far-right and the armed forces in Latin America: civil-military relations analysis

Resumo: | This paper offers a contribution to extreme right studies by focusing on the interaction between these movements and the armed forces, with a focus on Latin American cases. Despite the closeness and growing interaction between the two, including in the United States and European countries, the way in which neo-patriot rights and the military interact has not yet been the object of study, neither by the literature on the former nor by Latin American civil-military relations experts. Since democratization, specialists have been observing progress in terms of political neutralization of the armed forces, mainly represented by the absence of coups. However, as we argue, there are more subtle forms of military involvement in politics that need to be evaluated. In this sense, this paper analyzes four cases – Chile, Peru, Uruguay and Brazil – in which, on the one hand, the extreme right seeks allies in the military – civil activation – and on the other, indicators of political activism by the military, thus abandoning the democratic norm of nonpartisanship and apolitical nature to establish relations with extreme right-wing neo-patriots. Despite not configuring practices of serious regime break – such as military or self-coups – we consider it relevant to include in the literature a concern with the impacts that the interaction between these rights and the armed forces has on democracy. |

A pesar de la cercanía y cresciente interacción entre ambos, inclusive en Estados Unidos y países de Europa, la forma en que derechas neopatriotas y militares se relacionan no ha sido objeto de estudio aun, tanto para la literatura sobre las primeras como en el contexto del campo de las relaciones civil-militares latinoamericanas. Desde la democratización, los especialistas vienen observando avances en materia de neutralización política de las fuerzas armadas representados fundamentalmente por la ausencia de golpes de estado. Sin embargo, como argumentamos, existen formas más sutiles de involucramiento de los militares en la política que precisan ser evaluadas. En este sentido, el trabajo analiza cuatro casos – Chile, Perú, Uruguay y Brasil – en los cuales, por un lado, las ultraderechas buscan aliados en los militares – activación civil – y por otro, indicadores de activismo político por parte de los militares, que abandonan, así, la norma democrática de apartidarismo y apoliticidad para establecer relaciones con las ultraderechas neopatriotas. A pesar de no configurar prácticas de ruptura institucional graves – como autogolpes o golpes militares – consideramos relevante incluir en la literatura una preocupación con los impactos que la interacción entre estas derechas y las fuerzas armadas tiene sobre la democracia.Palabras clave: derechas neopatriotas; América Latina; fuerzas armadas; relaciones civiles-militares; autoritarismo.Este trabalho propõe uma contribuição ao estudo da extrema direita a partir da análise da interação entre esses movimentos e as forças armadas, com foco em casos latino-americanos. Apesar da proximidade e da crescente interação entre os dois, inclusive nos Estados Unidos e países europeus, a forma como as direitas neopatriotas e militares se relacionam ainda não foi objeto de estudo, tanto na literatura sobre a primeira quanto no contexto do campo das relações civis-militares latino-americanas. Desde a democratização, especialistas vêm observando avanços na neutralização política das forças armadas, representados principalmente pela ausência de golpes. No entanto, como argumentamos, existem formas mais sutis de envolvimento militar na política que precisam ser avaliadas. Nesse sentido, o trabalho analisa quatro casos – Chile, Peru, Uruguai e Brasil – em que, por um lado, a extrema direita busca aliados no meio militar – ativação civil – e, por outro, indicadores de ativismo político por parte dos militares .
