Between reaction and restoration. Violence and the right in the beginning of the 1960s crisis in Uruguay

Resumo: Violence emerges as an objective fact in the analysis of the social and political crisis in Uruguay in the 1960s. However, most historical studies from Social and Political Sciences have identified theoretical elaborations and violent practices in the left or in the State, taking the year 1968 as starting point; this date concides with the apogee of the leftist armed struggle and the adoption of a legislation of exception to repress social protest. In this paper I propose two new approaches that contribute to the analysis of this period: 1. To review the chronology normally used to analyse the 1960s crisis; and 2. To include the perspective and interests of the right, which were part of the social and political fabrics during the most intense period of the Cold War in Latin America. In particular, this article offers a general cartography of the violence of the right, in which different strategies, types and justifications are highlighted, as well as the degrees and scale of violent activities with political objectives.

Sin embargo, la mayoría de los estudios históricos, politológicos y sociológicos ha identificado elaboraciones teóricas y prácticas violentas por parte de las izquierdas o del Estado a partir del año 1968, momento de apogeo de las organizaciones de la izquierda armada y de la adopción de legislación de excepción para la contención de la protesta social. En este artículo se desarrollan dos aspectos novedosos para el análisis del período: 1) la revisión de la cronología con que actualmente se analiza la crisis de los años sesenta; y 2) la inclusión de la perspectiva y los intereses de las derechas que incidieron en el acontecer social y político en un marco de recrudecimento de la Guerra Fría en América Latina. En particular en el artículo se traza una cartografía general de la violencia de las derechas en la que se señalan diferentes estrategias, modalidades, escalas y justificaciones.A violência surge como dado objetivo das análises sobre a crise política e social que o Uruguai atravessou na década de 1960. Não obstante, a maioria dos estudos históricos, políticos e sociológicos, identificou elaborações teóricas e práticas violentas por parte da esquerda ou do Estado a partir do ano 1968, momento do auge das organizações da esquerda armada e da adoção da legislação de exceção para a contenção de protestos sociais. Neste artigo, elaboram-se dois aspectos para a análise do período: 1. A revisão da cronologia com a qual atualmente se analisa a crise dos anos sessenta; 2. A inclusão da perspectiva e dos interesses das direitas que incidiram no acontecimento político e social em um marco de recrudescência da Guerra Fria na América Latina.
