Raising, removing and resignifying the statues: An overview of the Brazilian experience

Resumo: The paper explores the so-called “war of statues” and its consequences in Brazil, mainly from the perspective of the correlations between heritage, collective memory and cultural politics. This is an interpretative essay, with an interdisciplinary framework, and with a strong theoretical and methodological influence on history of concepts. The paper also dialogues with studies and research on the quality of democracy, especially in its dimension of Political Participation, including the Non-Conventional Political Participation – that is, protests, demonstrations, and/or collective action. Furthermore, some alternatives and best practices in the making of sectorial public policies are discussed and deliberated. The main argument of the manuscript suggests that, in the face of controversial or troublesome statues, the best alternatives would be to resignify or remove them.

Se trata de un ensayo de interpretación, de naturaleza interdisciplinaria, y con fuerte influencia teórico-metodológica en la historia conceptual. El artículo también dialoga con los estudios e investigaciones sobre la calidad de la democracia, especialmente en su dimensión de la Participación Política, incluso en lo concerniente a la Participación Política No Convencional – quiere decir, protestas, manifestaciones, y/o acción colectiva. Igualmente, son discutidas y deliberadas algunas alternativas y mejores prácticas en la formulación e implementación de políticas públicas sectoriales. El principal argumento del artículo sugiere que, delante de estatuas polémicas o incongruentes con los valores de las actuales generaciones de ciudadanos, las mejores alternativas serían la resignificación o la remoción de las mismas.O artigo explora a denominada “guerra das estátuas” e seus desdobramentos no Brasil, principalmente sob a perspectiva das correlações entre patrimônio, memória coletiva e política cultural. Trata-se de um ensaio de interpretação, de natureza interdisciplinar, e com forte influência teórico-metodológica na história conceitual. O artigo também dialoga com os estudos e pesquisas sobre a qualidade da democracia, especialmente na sua dimensão da Participação Política, inclusive no que diz respeito à Participação Política Não Convencional, quer dizer, protestos, manifestações, e/ou ação coletiva. Outrossim, são discutidas e deliberadas algumas alternativas e boas práticas na formulação e implementação de políticas públicas setoriais.
