Analysis of the migration theme in the context of regional integration in the Mercosur countries

Resumo: The objective of this research was to analyze whether Mercosul (Southern Common Market), while a regional integration initiative in South America, has addressed migratory issues since its creation in 1991, or if it prioritizes the mobility of capital, goods and services. The present study has a qualitative and descriptive character and uses mainly the bibliographic method, being the theoretical review referring to the migratory issue in economic theory and the results based on the analysis of protocols, agreements and Mercosur treaties. According to the documents analyzed, in the first phases since the creation of the bloc, themes related to people were more focused on education, only recently giving more emphasis to migratory issues. Thirty years after its creation, countries from Mercosul had not yet managed to fully achieve its initial proposal, which was to establish a common market for the bloc. Despite recent initiatives to the resolution of issues within the migratory theme, results point that Mercosul still lacks bigger integration and synchrony in the face of its countries migration policies, seeking innovative measures and not only reactive to actions.

O presente estudo tem caráter qualitativo e descritivo e utiliza-se fundamentalmente do método bibliográfico, sendo a revisão teórica referente à questão migratória na teoria econômica e os resultados pautados na análise de protocolos, acordos e tratados do Mercosul. Conforme os documentos analisados, nas primeiras fases desde a criação do bloco, os temas relacionados a pessoas estiveram majoritariamente vinculados à educação, apenas recentemente dando maior ênfase a questões migratórias. Trinta anos após sua criação, os países do Mercosul ainda não conseguiram realizar plenamente o que se propuseram de início, que era fazer do bloco um mercado comum.
