Agile methodologies for digital transformation in Brazil: an analysis of scrum applied to the public sector

Resumo: The research intends to analyze the management and execution of projects through the agile methodology called scrum in the process of digital transformation in public sector. This methodology was chosen, among the existing ones, because it is the most used framework according to the 15th State of Agile Report. The study of agile methodologies, alternatives to traditional waterfall models, for example, is of great relevance in a context of constant digital transformation, which requires greater agility, adaptation, and efficient use of resources from its actors. In this sense, the research question that guides the work consists of the possibility, or not, of applying this methodology for project management in the public sector. If so, it is necessary to identify how this application occurs and, in view of its implementation, what are the verifiable benefits from its adoption. Thus, there search was developed through the hypothetical-deductive method, based on the bibliographic review, from verify that scrum, if used properly, represents a tool that encourages digital transformation, as well as promotes their solution of problems/demands in a more assertive way. To this end, there search highlights the need for agile project management in the context of digital transformation, as well as clarifies the process and identifies the actors involved in scrum, applied in the public sector, in addition to elucidating the theme through public procurement cases whose requirements included the use of agile methodologies.

Se eligió dicha metodología, entre las existentes, por ser el framework más utilizado según el 15th State of Agile Report. El estudio de metodologías ágiles, alternativas a los modelos tradicionales en cascada, por ejemplo, es de gran relevancia en un contexto de constante transformación digital, que demanda mayor agilidad, adaptación y uso eficiente de los recursos por parte de sus actores. En este sentido, la pregunta de investigación que guía el trabajo consiste en la posibilidad, o no, de aplicar la mencionada metodología para la gestión de proyectos en el sector público. De ser así, es necesario identificar cómo se produce esta aplicación y, de cara a su implementación, cuáles son los beneficios comprobables de su adopción. Así, la investigación se desarrolló a través del método hipotético-deductivo, respaldada por la revisión bibliográfica, para verificar que scrum, si se utiliza adecuadamente, representa una herramienta que incentiva la transformación digital, así como promueve la resolución de problemas/demandas de una manera más eficiente. manera asertiva. Referida metodologia foi escolhida, dentre as existentes, em razão de ser o framework mais utilizado de acordo com o 15th State of Agile Report. O estudo de metodologias ágeis, alternativas aos modelos tradicionais de cascata, por exemplo, é de grande relevância em um contexto de constante transformação digital, que exige de seus atores maior agilidade, adaptação e uso eficiente de recursos. Nesse sentido, a questão de pesquisa que norteia o trabalho consiste na possibilidade, ou não, de aplicar a referida metodologia para o gerenciamento de projetos no setor público. Caso positivo, faz-se necessário identificar como ocorre essa aplicação e, diante de sua implementação, quais os benefícios verificáveis a partir de sua adoção. Assim, a pesquisa foi desenvolvida por meio do método hipotético-dedutivo, lastreado na revisão bibliográfica, para constatar que o scrum, se empregado adequadamente, representa uma ferramenta que incentiva a transformação digital, bem como promove a resolução de problemas/demandas de maneira mais assertiva.
