Dynamics of inclusion and exclusion:: An analysis of quota policies for transgender individuals in the brazilian context

Resumo: The aim of this research is to analyze the dynamics of inclusion and exclusion present in quota policies for transgender individuals in the Brazilian context. The guiding question of this investigation is: What are the dynamics of inclusion and exclusion in quota policies for transgender individuals in the Brazilian context? These policies, known as quotas, have been implemented in select higher education institutions and public organizations with the purpose of ensuring representation and participation of this socially marginalized group. However, it is essential to comprehend the nuances of these policies, identify possible gaps, and reflect on the challenges that surround their implementation and effectiveness. Aspects related to current legislation, individual and collective experiences of transgender individuals, as well as societal and institutional responses to these inclusive policies will be considered. Analyzing the underlying dynamics of inclusion and exclusion within quota policies for transgender individuals is relevant to understand the extent to which these policies have contributed to the realization of equal opportunities and the promotion of gender diversity in Brazil. Through this analysis, it will be possible to identify gaps and challenges to be addressed, as well as explore potential alternatives and improvements that can be considered for a more comprehensive and effective inclusion. By providing a deeper understanding of the dynamics of inclusion and exclusion present in quota policies for transgender individuals, this research aims to contribute to the expansion of academic and public discourse on the promotion of gender equality and diversity in public policies. The methodology used was literature review, qualitative research, and the deductive method.

La pregunta orientadora de esta investigación es: ¿Cuáles son las dinámicas de inclusión y exclusión presentes en las políticas de cuotas para personas transgénero en el contexto brasileño? Estas políticas, es decir, cuotas, se han implementado en algunas instituciones de educación superior y organismos públicos con el objetivo de garantizar la representación y participación de este grupo socialmente marginado. Sin embargo, es esencial comprender los matices de estas políticas, identificar posibles brechas y reflexionar sobre los desafíos que permean su implementación y efectividad. Se considerarán aspectos relacionados con la legislación vigente, las experiencias individuales y colectivas de las personas transexuales, así como la respuesta de la sociedad y las instituciones a estas políticas inclusivas. El análisis de las dinámicas de inclusión y exclusión que subyacen a las políticas de cuotas para personas transgénero es relevante para comprender en qué medida estas políticas han contribuido a lograr la igualdad de oportunidades y promover la diversidad de género en Brasil. A partir de este análisis será posible identificar brechas y desafíos a enfrentar, además de examinar posibles alternativas y mejoras que se pueden considerar para una inclusión más integral y efectiva. Al proporcionar una comprensión más profunda de las dinámicas de inclusión y exclusión presentes en las políticas de cuotas para personas transgénero, esta investigación busca contribuir a ampliar el debate académico y público sobre la promoción de la igualdad de género y la diversidad en las políticas públicas. La metodología utilizada fue la revisión de la literatura, la investigación cualitativa y el método deductivo.O objetivo desta pesquisa é analisar as dinâmicas de inclusão e exclusão presentes nas políticas de cotas para pessoas transexuais no contexto brasileiro. A questão norteadora desta investigação é: Quais são as dinâmicas de inclusão e exclusão presentes nas políticas de cotas para pessoas transexuais no contexto brasileiro? Essas políticas, ou seja, as cotas, têm sido implementadas em algumas instituições de ensino superior e órgãos públicos com o intuito De garantir a representatividade e a participação desse grupo socialmente marginalizado. No entanto, é essencial compreender as nuances dessas políticas, identificar possíveis lacunas e refletir sobre os desafios que permeiam sua implementação e efetividade. Serão considerados aspectos relacionados à legislação vigente, às experiências individuais e coletivas dos transexuais, bem como à resposta da sociedade e das instituições diante dessas políticas inclusivas. A análise das dinâmicas de inclusão e exclusão subjacentes às políticas de cotas para pessoas transexuais é relevante para compreender em que medida essas políticas têm contribuído para a efetivação da igualdade de oportunidades e para a promoção da diversidade de gênero no Brasil. A partir dessa análise, será possível identificar lacunas e desafios a serem enfrentados, além de examinar possíveis alternativas e melhorias que possam ser consideradas para uma inclusão mais abrangente e efetiva. Ao fornecer uma compreensão mais aprofundada das dinâmicas de inclusão e exclusão presentes nas políticas de cotas para pessoas transexuais, esta pesquisa busca contribuir para a ampliação do debate acadêmico e público acerca da promoção da igualdade de gênero e da diversidade nas políticas públicas.
