After almost three decades of the promulgation of the innovative Brazilian urban constitutional policy, with its subsequent infraconstitutional legislative advances, urban problems are still a national reality that has challenged the Social State and democratic institutions. Urban development, in turn, depends on the implementation of public policies that are shaped by the collective construction of several actors and this heterogeneity is only one of the obstacles that often prevent the full development of urban policy. In this sense, the public advocacy, through its members, can and should play an important role in making public policies for urban development possible, due to the peculiarities of its constitutional profile, at various levels of the Brazilian federation. Thus, the present research aims at revealing the role of public advocacy in the urban politics in the Brazilian federation, analyzing the functional structure, its legislative evolution, the forms of action and the real perspectives of its participation in the formulation, implementation and control of public policies for urban development under the dictates of the democratic state of law
