This article analyzes the public policies for expansion of public and private higher education of the president Lula government (2003-2010), institutionalized through the following programs: Student Finance Program (FIES), the University for All Program (ProUni), the Open University of Brazil (UAB), the Programme for Restructuring and Expansion of Federal Universities (Reuni), and actions for the expansion of Technical Education and Distance Education (EaD). The research discusses the implementation of this policies in the stage of internationalization of global capital, especially through the analysis of neoliberal policies and recommendations of the World Bank to the peripheral countries to reform the university, higher education and the State apparatus. The article was done by studying the legislation, statistical data from the National Institute of Educational Studies Anísio Teixeira (INEP) and based on the critical bibliography about the subject. The research found that the Lula government has acted in a complex way with the public policies for higher education, to the extent that in some respects adopted the recommendations of the World Bank, but in other ways that broke with the Bank recommended. It still shows, the role played by the World Bank in the reconfiguration of global geopolitics, in fact, this bank is one of the international financial institutions responsible for implementing the ideas and projects of the group that owns the most part of the world's capital
