Estrangement due to majority is expressed as a complex and challenging phenomenon in the context of institutional sheltering, since this moment of leaving services designated to adolescents until they reach 18 years, expresses, to some extent, how the service achieve, or not, full protection. Among other aspects, the length of stay in the shelter care already reveals part of the issue. Despite the fact that the shelter measure is based on exceptionality, temporariness and brevity principles, according to the data collected, the average length of stay of children and adolescents in institutional shelter is 24.2 months, exceeding the term provided for it in ECA (18 months). According to statistical data, the progressive increase in the length of stay in the shelter care is related to the race, age or whether the hosted has any disability. This research sought to understand the multiple determinations that are present in the phenomenon of the estrangement due to majority, seeking the subjective dimension as a category of analysis. The subjective dimension seeks to understand the social phenomenon in its genesis, based on the historical-dialectical and social relationship between the individual and society. Socio-historical Psychology was used as theoretical and methodological support. The research set out to analyse three sets of information concerning the process experienced by sheltered adolescents who reach majority: a) meanings present in the context, among them conceptions of adolescence and conceptions and characteristics of social policies for child and adolescent care and public policies for youth; b) statistical data on adolescents who have reached the majority in SAICA, in the city of Guarulhos; c) experience lived by a teenager who turned 18, in this context. Through Socio-historical Psychology, we sought to unveil contradictory processes hidden in the policy of child and youth care, using the subjective dimension of reality as a category of analysis, as well as the historicity, totality and mediation categories as pillars for denaturalizing of this phenomenon, which are sometimes represented in the dichotomous logic of the individual or society. It was observed that the childhood and adolescence social policies assert themselves in a contradictory process in the social reality, as they represent advances in conquering social rights, whether within the family, the children and the adolescent as subjects of rights, at the same time, they remain crossed by ideological values that produce and reproduce forms of oppression
