This monograph conducted a study on the model of Internet regulation under construction in Brazil. Its objectives were to understand the current scenario of adoption, use and importance of the Internet in the country; identify the main topics in the discussion on legislation for the Internet in the world; and map the regulatory initiatives in Brazil against the challenges presented by new technologies. The study also investigated the history of creation and adoption of the Internet around the world, in order to understand the nature of the network and the appearance of conflicts of interest. Through documentary and bibliographic analysis, which includes academic theses, news in the world press and the various versions of bills related to the Internet in Brazil, and interviews with researchers and activists, this paper identifies key fundamental rights on the Internet and attributes and characteristics of the model that Brazilian society is working to define them and safeguard them
