Os Programas de Transferência Condicionada de Renda e a proteção social na América Latina: a experiência do Brasil, Argentina e Chile

Resumo: | The goal is pursued in this paper is to describe, compare and analyze the main Programs Conditional Cash Transfer (PTCR) now in force in Brazil, Argentina and Chile, deployed from the 2000s, with the conceptual and referential framework, mainly but not only, the work done by Castel about the State of the social role, in the light of experience of the Welfare State in Western European societies. Specifically, the programs covered in this study are the Bolsa Família Program (BFP) of Brazil; the Universal Asignación by Hijo (AUH) and Asignación by Embarazo (AEPS), belonging to the non-contributory subsystem of the allocations Family regime, Argentina; and Chile, Chile Solidario System (SCS) and the Family Ethical Ingreso program (IEF). Ultimately, we seek - through the analysis of these programs, the above conceptual plot and from the Sketching of social protection systems of the focus countries - infer whether the insertion of PTCR in these countries changed the logic of their respective systems social protection and to what extent it is generalizable to the Latin American continent, before a reconfiguration of context the social under the aegis of conditionalities and the processes of mercantilization. In addition, we intend to further expose and discuss critically albeit briefly, the issue of conditionalities and the commodification of social which it imposes and the nature and the potential of the prime objectives pursued by this type of program. At the end of the study, it is concluded that the inclusion of the PTCR in the three countries under review did not result in a consistent change in the logic of their social protection systems. Rather, what was conformed coexistence between mechanisms classic protection and new instruments (the PTCR in this case). Configured is thus a hybrid genre protection in these countries |

Configured is thus a hybrid genre protection in these countriesO objetivo que se persegue neste trabalho consiste em descrever, comparar e analisar os principais Programas de Transferência Condicionada de Renda (PTCR) vigentes no Brasil, Argentina e Chile, implantados a partir dos anos 2000, tendo como quadro conceitual e referencial, principalmente mas não apenas, os trabalhos desenvolvidos por Castel acerca do papel social do Estado, à vista da experiência do Welfare State nas sociedades europeias ocidentais. Especificamente, os programas tratados neste estudo são o Programa Bolsa Família (PBF), do Brasil; a Asignación Universal por Hijo (AUH) e a Asignación por Embarazo (AEPS), pertencentes ao subsistema não contributivo do regime de Asignaciones Familiares, da Argentina; e, do Chile, o Sistema Chile Solidario (SCS) e o programa Ingreso Ético Familiar (IEF). Em última instância, busca-se mediante a análise dos referidos programas, da trama conceitual supracitada e a partir do debuxo dos sistemas de proteção social dos países em foco inferir se a inserção dos PTCR nesses países alterou a lógica de seus respectivos sistemas de proteção social e em que medida isso é generalizável para o continente latino-americano, diante de um contexto de reconfiguração do social sob a égide das condicionalidades e dos processos de mercantilização. Ademais, pretende-se ainda expor e discutir, de maneira crítica ainda que sumariamente, a questão das condicionalidades e a mercantilização do social por elas impostas e a natureza, bem como a potencialidade, dos objetivos precípuos perseguidos por este tipo de programa. Ao fim da pesquisa, conclui-se que a inserção dos PTCR nos três países em análise não implicou uma alteração consistente na lógica de seus sistemas de proteção de social. Antes, o que se conformou foi uma coexistência entre os mecanismos clássicos de proteção e os novos instrumentos (os PTCR, neste caso).
