A importância das parcerias na educação profissional

Resumo: | The fast development of news technologies and comunication has caused deep changes in the economical, political and social context. In this new pattern of global competition, the capacity of bringing up innovations as soon as possible is extremely important. The education regarded within this context involves, on one hand, the improvements brought by the introduction of moderns technologies of information and communication and on the other hand, the need to advance the process of social inclusion and to think over the relation between education and labor. Technological innovations have changed the aspect of work and job; the global environment has brought a new view on the companies and management strategies like temporary jobs, outsourcing, virtual companies, international projects, on-line work, etc. So, the professional activity has got an universal characteristic, extending the social dimension of its meaning since a lot of professionals have no longer performed in a local job market, but in a global one. The professional education has felt these new changes much faster. So, its challenge is to keep pace with new jobs and respond to the need for work specialization. Under this perspective, the partnership practice may help school develop its social task and also review its management procedures. The purpose of the present work is to analyze, based on experience, the main impacts of partnership practice developed by professional schools of Centro Estadual de Educação Tecnológica Paula Souza as well as the potential changes in professional education. The main point is that the changes must be made in an articulated way, since the education results are of general interest. Therefore, articulating education with other agents that must show great competence tends to generate a positive impact on the system as a whole. In a way, it is said that the actions of educational policies have to be taken in a large, systemic and integrated context, which will affect the partnership practice involving public and private, economical, social and cultural agents. The bottom line is that the partnership practice is still slow, specially when it results from a larger proposition of integrated and sustainable local development. However, the participants of this research showed that the partnership practice responds to social changes and it is a way to face the new reality in which each segment is still trying to adjust and define its respective role |

Trata-se de um novo padrão de competitividade globalizada, em que a capacidade de gerar inovações a intervalos de tempo cada vez mais reduzidos é de vital importância. Nesse sentido, pensar a educação frente ao contexto atual exige considerar, de um lado, os avanços proporcionados pela introdução das modernas tecnologias de informação e comunicação, e de outro, a necessidade de se avançar no processo de inclusão social, repensando a relação entre educação e trabalho. As inovações tecnológicas modificam o perfil do trabalho e do emprego; o ambiente globalizado acarreta novos formatos de empresas e formas de gestão, como contratos temporários, terceirizações, organizações virtuais, projetos transnacionais, teletrabalho etc. Dessa forma, a atividade profissional passa então a ter uma característica universal, expandindo a dimensão social do significado que lhe é atribuído, uma vez que muitos profissionais já não fazem parte de um mercado de trabalho local, mas sim mundial. O ensino profissional absorve muito mais rapidamente essas recentes transformações. Com isso, seu desafio é estar em plena sintonia com as novas profissões e atender com maior representatividade às demandas de especialização do trabalho. Nessa perspectiva, destaca-se que a prática de parceria pode contribuir com a escola no cumprimento de sua função social, e ao mesmo tempo aponta para uma revisão de seus procedimentos de gestão. A proposta deste trabalho é analisar, através de experiências concretas, os principais impactos das parcerias no trabalho realizado pelas escolas técnicas do Centro Estadual de Educação Tecnológica Paula Souza, bem como o potencial de mudança na formação profissional. Parte-se do princípio que as mudanças devem ser pensadas de forma articulada, uma vez que os resultados da educação interessam a todos. Portanto, articular a educação com os demais atores, que precisam de competências cada vez mais diversificadas, tende a gerar um impacto positivo para o conjunto. De certa maneira, defende-se a idéia de que as ações das políticas educacionais têm que ocorrer num contexto ampliado, sistêmico e integrado, o que vai implicar na formação de parcerias envolvendo atores públicos e privados, econômicos, sociais e culturais. Concluiu-se que as práticas de parcerias ainda demonstram ser bastante tímidas, sobretudo as parcerias que resultam de uma proposta mais ampla de desenvolvimento local integrado e sustentável.
