In this dissertation it is analyzed and contemplated, in a systematic way, the socioeconomic situation of 103 turned off families, in 2005, of the social programs Yields Citizen and Support to the Family, in the municipal district of Itatiba - SP, after they complete the maximum period of permanence. The approach emphasized the point of view of these families as for their needs and the expectations that build together with the organizations promoters of the programs. The theoretical recital based on the family conceptions, social policy, social welfare, combat programs to the poverty found mainly in the authors: Fonseca,A.M.M. of the, Campos, M.S., Mioto, R.C.T., Yazbek, M.C. and Sposati,A., making possible the analysis of a perspective historical, social and politics. The investigation procedures included: bibliographical and documental researches; interviews semi-structured with the technicians that operate these programs; focal groups with the families, these last ones having allowed a larger approach of the development of the programs under their beneficiaries' optics. The absence was detected, in the Municipal district, of a firmer drawing of the social welfare politics, and of articulation in the interventions in several levels, resulting in direct consequences for the beneficiary families. This is grows a dependence of these in relation to the programs, for besides the sub ject of the structural poverty for the culture that historically permeates the area and the agents of the social welfare. The result is what was denominated already of "disciplined families." In spite of the existent limits in the programs, and of is evident inefficacy in providing the emancipation of the families, they are providing a "minimum" of resources for this survival. The reasons of the preference of the families are discussed by the "basic basket" or for the financial benefit.
