Analyse the technological development impact in formal basis business by using credt titles, especially when it comes to promissory bills, taking into account transformations verified in Foreign Exchange Law is the first and foremost aim of such study. The vigorous daily basis of this business routine, mainly right after the creation and implementation of technological mechanisms depends on its mainteinance and on the improvement of new legal prcedures for the accomplishment of business. Although business daily basis do not naturally incorporate such transformations, its does not take place on the positive law restricted side of it. Foreign Exchange Law such disagreement shows very clear that, as basic conceptions in this area such as physical form endorsment, assume the existence ofa material document –argues with the practice, which admits business performances in technological mechanisms, regardless of the document itself. Not only such issue is presented as a question to deal with, but also in effect, the electronic charge protests invoices, among them, the virtual promissory bill. The importance of such subject is justified not only through the existence, even greater of transactions taking place in an electronic way, but also through the understanding of the administrative control ́s role and local notary ́s office currently. Taking into account such new perspective is the reason why it is intented to review in this study Foreign Exchange Law and in a bibliography review it is intended to understand how discussions around electronic charge issuances are taking place and which one of them are keeping tabs around it.
