Ditaduras em conexão: controle vigilância e repressão entre Brasil e Argentina (1976-1980)

The purpose of this research was to investigate the collaborationism and extension of the repressive practices between Brazil and Argentina from 1976 to 1980, where there were dictatorships that lasted, respectively, until 1985 and 1983. These practices were carried out by their national security systems, which had been transformed into repressive procedures against the “internal enemy”, and were operated with the cooperation of the information and intelligence services. Their acts were based on their National Security Doctrines (NSDs), including strategies and tactics that had been engineered in the irregular war, also known as counter-revolutionary war or low intensity warfare, and were systematized during the period of the Cold War, with strong influence from France and the United States of America. The sources used for this research comprise a range of documents such as laws, decrees, minutes, memos, search requests, letters, official reports, all of them were declassified from archives of Brazil, Argentina, Paraguay and the United States of America. We can see that these repressive connections were engaged to not only repress the armed organizations (Condor Operation) and the “internal enemies” or subversives, but also to dismantle their respective civil societies, imposing a culture of fear and criminalizing who were opposed to those dictatorial governments, which had a bourgeois bonapartism character. The environment of institutional violence, which had been generated by the abuses of law and by the serious human rights violations, practically created a parallel state, transforming the illegal into legal and imposing a terrorism state with the current use of covert actions
