It stands out today the need for access to public policy from the perspective of prevention and focusing on education of children and adolescents. The doctrine of comprehensive protection should base the participation of all public bodies and society for its role essential when dealing with human beings in a situation peculiar development and should be recognized as individuals. Given this context, it was proposed a study on the factors generating the Violence in Sao Paulo and its impact on development of children and adolescents vulnerability. Substantiating the need for public policies focused on education rights and inclusion of human moral and ethical values ??in childhood, it was found that education and social interaction should refer to the culture of peace and the promotion of equality in the education of children and youth. This design must be guided also the security policies public, in individual and collective perspective as action of major importance to ensure the dignity and respect in human relations in social justice. The analyses carried out have demonstrated that education should be considered essential action to effect public safety because of its importance in preventive combating violence and crime.
