De Centro de Reabilitação a Cerest: análise de um centro de referência regional em saúde do trabalhador no interior do Mato Grosso do Sul

The workers health, human rights and duty of the state guaranteed by the Brazilian Constitution, has its proposal of construction in the National Network of Integrated Attention to Worker s Health (Renast) within the Unified Health System (SUS) and its instrument for implementation in the Reference Centres in Workers Health (Cerest). In this dissertation we seek to analyse the implementation process of the workers health policy in the microregion of Corumbá, where Cerest is its main strategy. The research relies on the network concept to interconnect information obtained from documents produced by the Union, state, municipality, Cerest, municipal health council as well as local media, with information from final bachelor papers, direct observations, informal conversations, audio and video recordings, from the active participation in the intersectoral workers health committee (Cist), and from the specialisation course intended for Cerest s professionals. Through the thread of all this information a reading of that implementation is made, highlighting the changes which occurred in the four years of field research, specifically after the effective participation of workers in the social control, as well as that of healthcare professionals and students of the specialisation course, concluding that Cerest Corumbá does not exist as a result of popular demand, but from the external pressures of the Union and the state. The way workers health was managed and delivered in the municipality (traditional, hegemonic, biocentric) was its own antithesis and left the professionals under working conditions against the workers' health principles, resulting in work alienation and meaninglessness. However, interventions from Cist, healthcare professionals and students of the specialisation course resulted in changes in the service that may lead to a rupture of the previously enforced practices and to a reference centre in workers health built by the workers
