O currículo do Programa Educacional de Resistência às Drogas e à Violência PROERD da Polícia Militar do Estado de São Paulo: exercício de cidadania

Resumo: | This work examines the military police-instructor training curriculum of Resistance to Drugs and Violence Educational Program and how this curriculum contributes to police training on elementary schools, specifically on 4th and 5th grades, bringing issues such as drugs and violence in schools and the exercise of citizenship and discussions on military police-School relations. Based on Dussel, Giroux, Vygotsky and Paulo Freire, we forward to understand how the curriculum can build appropriate attitudes and beliefs about the use and abuse of drugs and the non-respect for diversity, one of violence manifestations in schools, and how the Military Police can collaborate in this process. Working with the hypothesis that changes in drug abuse resistance education program curriculum have altered the military police work in schools, away from bad design of authoritarianism, changing its design to police citizen (historical reason for its existence), to respect human rights on the philosophy of the police community. To address the human rights and dignity, this work demonstrates how wrong the authoritarianism practice in training of military police officers is and as Violence and Drug Abuse Resistance Education Program instructor this cannot be tolerated but an emphasis on the idea of police contribution to conflict resolution and in constant integration with students and members of the schools. It also maintains that it is essential to provide a continuing training to instructors together with social and professional segments involved in education, public health and safety. This integration enables a training instructor, summed to the military character of their training, makes its better integration into society, strengthening the prevention network and leveraging the ability of troubleshooting affects the systematization of undue consumption prevention of drugs more democratic manner. Finally, curriculum is taken nowadays as a sum of identity, difference, subjectivity, meaning and speech, knowledge and power, knowledge and culture, in instructor training and his drug abuse resistance education in schools of public and private networks, since drug consumption is increasing between students. Also highlighted in which military police and social context is inserted into the drug abuse resistance education, which pointed out the assessments on the proposed program and some actions are also for maintenance and expansion of the program to be deployed by the military police and schools, in order to strengthen the preventive character of minimized drug consumption and improvement of quality of life and social health |

Apoiando-se em Dussel, Giroux, Vygotsky e Paulo Freire, busca-se a compreensão sobre como o currículo pode construir atitudes e crenças adequadas sobre o uso e o abuso de drogas e o não-respeito à diversidade, uma das manifestações de violência nas escolas, e ainda de que maneira a Polícia Militar pode colaborar nesse processo. Trabalha-se com a hipótese de que as mudanças curriculares do PROERD alteraram o trabalho policial militar nas escolas, afastando a concepção errônea de autoritarismo, retomando a concepção de polícia cidadã (razão histórica de sua existência) e de respeito aos direitos humanos, numa filosofia de polícia comunitária. Ao abordar os direitos humanos e a dignidade da pessoa humana no trato do policial militar com o cidadão, evidencia-se o equívoco do autoritarismo na formação do policial militar instrutor PROERD e ressalta-se a idéia de polícia na contribuição para resolução dos conflitos e na constante integração com estudantes e integrantes das escolas. Sustenta-se também que é essencial oferecer uma formação continuada aos instrutores em conjunto com os segmentos sociais e profissionais envolvidos na educação, saúde e segurança pública. Esta integração possibilita uma formação híbrida do instrutor que, somada ao caráter militar de sua formação, possibilita sua melhor inserção na sociedade, fortalecendo a rede de prevenção e potencializando a capacidade de resolução de problemas afetos à sistematização da prevenção ao consumo indevido de drogas, de maneira mais democrática. Por fim, considera-se o currículo na contemporaneidade, articulando-se identidade, alteridade, diferença, subjetividade, significação e discurso, saber e poder, conhecimento e cultura, na formação do instrutor PROERD e sua atuação nas escolas das redes pública e particular de ensino, já que o consumo indevido de drogas vem aumentando entre os estudantes.
