Resumo: This Graduation Work aims to analyze, through the bibliographic study and the technique of focus groups, how the process of institutional care of children and adolescents is crossed by the expressions of the social issue - above all, the inequalities of class and race. The historical paradigm of childhood in Brazil and the way in which this population has its living conditions particularly vulnerable to poverty were explored, highlighting the violations of rights faced by families in situations of unprotection. Observing the reasons that justify the institutional care of children and adolescents, the use of the concept of negligence in order to disqualify the working class for care tasks was questioned. In addition, the perception of social workers about the vacillations of the service network and the violence suffered in the shelter institutions that should ensure protection was addressed. Thus, we sought to collaborate with the construction of knowledge about the process of institutional care of children and adolescents from a critical perspective, considering the limits and possibilities of Social Work and professional performance in order to enable the guarantee of the right to family and community life

Foi explorado o paradigma histórico da infância no Brasil e o modo como essa população tem as suas condições de vida particularmente vulnerabilizadas pela pobreza, destacando as violações de direitos enfrentadas pelas famílias em situação de desproteção. Observando os motivos que justificam o acolhimento institucional de crianças e adolescentes, questionou-se a utilização do conceito negligência com o intuito de desqualificar a classe trabalhadora para as tarefas de cuidado. Ademais, foi abordada a percepção dos assistentes sociais sobre os vacilos da rede de serviços e as violências sofridas nas instituições de acolhimento que deveriam assegurar proteção.
