The international dimension in the urban transformations of the Floresta neighborhood in Porto Alegre

Resumo: In this paper, we aim to understand how the international dimension has been influencing urban transformations in the Floresta neighborhood, located in the 4th District of the city of Porto Alegre. The urban agenda has been transformed in the city due to the ongoing financialization processes, with the alteration of urban regimes and local disputes. Based on this context, we present the methodology developed in order to capture the multiscale issue in the territory and the formation of alliances, political coalitions and public-private partnerships. We consider that the global-local relationship affects this region and, through the methodological construction, we aim to incorporate the point of view of social actors with an impact on the Floresta neighborhood, in order to understand the transformations that have been taking place in the territory.

A agenda urbana vem sendo transformada na cidade a partir dos processos de financeirização em curso, com a alteração dos regimes urbanos e disputas nessa região. A partir desse contexto, apresentamos a metodologia desenvolvida com o intuito de captar a questão multiescalar no território, a formação de alianças, coalizões políticas e parcerias público-privadas.
