A cidade do capital e o direito à cidade : a análise de Porto Alegre e o conflito entre projetos urbanos

The present master‘s dissertation relates the formation of the capitalist city with the contemporary possibilities of materialization to the Right to the City in the neoliberal context. Therefore, it aims to answer the following problem: ―how the impacts of neoliberal are configured in the access to the Right to the City from the analysis of urban projects in Brazil and of current socioeconomic data of Porto Alegre? To answer this question, the project takes a class struggle based perspective, that understands the capital‘s city as a dominant model and the Right to the City as a urban project and an alternative humane to it. The methodological choice is based on the materialist, historical and dialectic method. The categories that explain reality used to subsidize the research‘s object where: Right to the City; Neoliberalism; Classe Strugle; and City. The methodological path is presented in the this dissertations first chapter in an introductory feature. In the second chapter is presented the original dimension of the formation of capital‘s city, the specificities of the Brazilian urban formation, the appearance and the trajectory of the Right to the City as an alternative urban project to the colonial and capital models in Brazil. In the third chapter, presents the Brazilian contemporary capital‘s city, analyzed from the trend perceived in Porto Alegre and its Metropolitan Region, in the following topics this local analysis is localized in relation to the growing context of financialization of social rights and the capture of the public fund. Beyond that is presented the bond of the global and local movements to the neoliberal agenda advocated by the World Bank for Brazil, through the document ―A Just Adjustment‖. Finally, in the fourth chapter, evaluates the final considerations of the dilemmas to the materialization of the Right to the City in Brazil as an alternative urban project to the capital‘s model, presenting the research conclusion.
