Resumo: This thesis aims to analyze the configurations of Social Work in the context of the exhaustion of the neodevelopmental project and the rise of conservatism, in order to contribute to a critical professional performance and attentive to the recent events of the Brazilian reality. This is a qualitative, explanatory study, based on the materialistic-dialectical method, in which theoretical-bibliographic, documentary and field research were carried out. The time delimitation was planned considering the beginning of Dilma Rousseff's first presidential term in 2011 and the impeachment process she was targeted in 2016, which culminated the beginning of Michel Temer's government. The sources of research were articles published in scientific journals in the knowledge area of Social Work, examining the relation between neo-developmentalism / conservatism and the profession. The articles published by the Federal Council of Social Work in the "CFESS Manifesta" were also used as sources of research, which were intentionally chosen the documents that deal with thematic that has greater evidence in the period of delimitation of the research. In addition, a field survey was conducted with eight professionals enrolled in the Regional Council of Social Work of Rio Grande do Sul (CRESS 10th Region), which work in various socio-occupational spaces. The research seeks to expose what represented the neo-developmentalism in the Brazilian political-economic context, as well as how its exhaustion happened in relation to the rise of conservatism, and what was the configuration of Social Work in the period analyzed, considering the implications of this historical moment for the profession. The analysis of the data of the research, based on the technique of discursive textual analysis, revealed four central elements that reflect the configuration of contemporary Social Work: 1) professional conservatism persists and is reinforced in the post-coup; 2) professional formation of social workers presents relevant changes and challenges; 3) The dichotomy between theory and practice, formation and exercise, has put the professional ethical-political project under threat in the current conjuncture; 4) The performance of social workers in the context of dismantling social policies has been guided by the dialectic of reproduction and resistance. These results led to the defense of the thesis that the professional performance in the Social Work is dialectically mediated by the directives that are established by State guidelines of social policies, which are expanded or retracted according to the political arrangement adopted and the correlation of forces of sociopolitical actors. Although the object of Social Work is the "social question" and its expressions, the concrete instrumentals of action are modulated by the tension between the professional culture and the political-partisan directives that emanate from the State, which conform a specific political project. In the exhaustion of neo-developmentalism government, increases the State omission to respond to social demands, with the resumption of a radically neoliberalizing economic model, according to the politicization of morally conservative guidelines. Due to the management resize of social policies in this context, the professional work places for social workers are reduced, as well is demanded new strategies for action that respond to the contradictions that are particularized in its socio-occupational places. The rise of conservatism strengthens the hurry formation in Social Work and leads to the precariousness of work, tending to aggravate the dichotomy of theory and practice as the sociopolitical instruments of struggle are restricted in professional practice, increasing the gap between the material conditions of action and the designs of the professional ethical-political project.

Trata-se de um estudo qualitativo, de cunho explicativo, com base no método materialista-dialético, no qual foram realizadas pesquisas teórico-bibliográfica, documental e de campo. A delimitação temporal foi feita considerando o início do primeiro mandato da presidenta Dilma Rousseff em 2011 e o processo de impeachment (Golpe) do qual ela foi alvo em 2016, com o início do governo de Michel Temer. As fontes de pesquisa foram artigos publicados em revistas científicas na área de conhecimento do Serviço Social, examinando a relação entre neodesenvolvimentismo / conservadorismo e a profissão. Também foram fontes de pesquisa os artigos publicados pelo Conselho Federal do Serviço Social nos “CFESS Manifesta”, escolhidos de forma intencional os documentos que tratam de temáticas de maior evidência no período de delimitação da pesquisa. Ademais, foi realizada uma pesquisa de campo com oito profissionais inscritas no Conselho Regional de Serviço Social do Rio Grande do Sul (CRESS 10ª Região), que atuam em diversos espaços socio-ocupacionais. A pesquisa busca expor o que representou o neodesenvolvimentismo no contexto político-econômico brasileiro, como se deu o seu esgotamento em relação à ascensão do conservadorismo, bem como qual a configuração do Serviço Social no período analisado, considerando as implicações desse momento histórico para a profissão. A análise dos dados da pesquisa, com base na técnica de análise textual discursiva, revelou quatro elementos centrais que traduzem a configuração do Serviço Social contemporâneo: : 1) O conservadorismo profissional persiste e é reforçado no pós-Golpe; 2) A formação profissional de assistentes sociais apresenta relevantes mudanças e desafios; 3) A dicotomia entre teoria e prática, formação e exercício, tem colocado o projeto ético-político profissional em xeque na atual conjuntura; 4) A atuação de assistentes sociais no contexto de desmonte das políticas sociais tem sido pautada pela dialética de reprodução e resistência. Tais resultados levaram à defesa da tese de que a atuação profissional no Serviço Social é dialeticamente mediada pelas diretrizes que são estabelecidas pelo Estado em torno das políticas sociais, as quais são expandidas ou retraídas de acordo com o arranjo político adotado e com a correlação de forças dos atores sociopolíticos. Não obstante o objeto do Serviço Social seja a “questão social” e as suas expressões, as balizas concretas de atuação são moduladas pelo tensionamento entre a cultura profissional e as diretrizes político-partidárias que emanam do Estado, as quais conformam um projeto político específico. No esgotamento do neodesenvolvimentismo, agudiza-se a omissão propositada do Estado em dar respostas às demandas sociais, com a retomada de um modelo econômico radicalmente neoliberalizante, alinhado à politização de pautas moralmente conservadoras. Frente ao redimensionamento na gestão das políticas sociais nesse contexto, são reduzidos os postos de trabalho para o corpo profissional de assistentes sociais, assim como são exigidas novas estratégias de atuação que atendam às contradições que se particularizam em seus espaços socio-ocupacionais.
