Fluxo de conhecimento em sistemas setoriais de inovação : uma análise da bovinocultura de corte

Considering that the innovation process is complex and expensive for organizations, but in the approach to innovation systems (SI), this process occurs exogenously, minimizing cost and complexity through interaction between the actors of the system. The approaches of innovation systems take into account the national, regional, sectoral and technological contexts in which the interactions between the actors create a dynamic of knowledge flowing between the actors that compose it. Brazil's beef cattle industry is a sector of great relevance to the country's economy, and developed through investments in science and technology carried out by the government in the twentieth century, so that the Brazilian cattle herd has grown substantially and is currently one of the world. In this context, the present dissertation aims to analyze the knowledge flow in the sectoral innovation system in beef cattle, characterizing the actors that interact by knowledge in this system, identifying the channels of knowledge transfer used by them for their interactions and classifying the Content of the flow between basic, strategic, applied knowledge and current technology. Thus, the research was conducted by the case study method, in Brazilian beef cattle breeding, in which experts from the sector were interviewed and, subsequently, key informants from organizations whose participation in the knowledge flow in the sector were pointed out by the specialists interviewed. These interviews were analyzed through the content analysis method, using the software MAXQDA 12. Thus, the actors of this innovation system were organized into five categories of actors: Market Demand Actors, Infrastructure Actors And Support, Knowledge- Generating Actors, Intermediate Actors of Knowledge and Actors Users of Knowledge. The results reveal that there are two categories of actors that do not participate in the flow of knowledge, but act as dynamising and directing forces of the flow. The other three categories participate in the knowledge flow, such as generators, intermediaries and users of knowledge. Therefore, it has been found that there is a flow of knowledge both among these three categories of actors and internally to each of them. This flow occurs through channels of knowledge transfer that have been categorized into: transfer channels of codified knowledge, channels of transfer of personalized knowledge and mixed channels of knowledge transfer. The results also revealed that the content of the knowledge flow is mainly current technology. It was also verified that the sector uses knowledge generated in other sectors and even in other countries. These results contribute to the literature with a new analytical model and with new subcategories of intermediate actors. They also offer opportunities for public policies that encourage the flow of strategic and applied knowledge among knowledge-generating actors and intermediate actors.
