População em situação de rua: como é retratada pela política social e pela sociedade e os impactos na sua participação

The present study aims to investigate how the homeless population is seized by social policy and society and how this impacts on their participation process. To this end, research was based on documentary research, seeking specific documents how the homeless population is depicted. The Brazilian reality now requires a process of deepening the debate about social policies aimed at confronting social issues. The homeless population has become a component of large cities, the result of a system based on exploitation of labor, the concentration of income and therefore social inequalities, this population has on the street to their way of survival. The approach with this population and this particular topic has already started during the graduation, the compulsory training conducted at a social policy that served families and adults on the streets. Since the intervention, while an intern, turned to the political organization of the population, this issue prompted a deeper understanding of this reality. For many centuries the treatment of poverty was based on a vision stigmatizing and welfare. However, social policy in general has gone through several transformations over the years, following the changes in the production system and labor relations. In Brazil, the landmark expansion of social policy occurred with the enactment of the Federal Constitution of 1988. Ensuring social rights and organizing social security, she has expanded access to policy and management. In the course of this debate, the participation of people living on the streets becomes important agenda. The studies show how this population still suffers processes of exclusion and prejudice, not being recognized as a participant in society. The survey data also point to an involvement aimed to denounce rights violations they suffer. There is still much progress in terms of effective participation in decision making processes of society. The media through the Gaucho Gazette Journal shows a superficial view of the street, pointing out the services available to the population and bringing their personal dramas. Thinking requires the participation of this population also think the objective conditions for this process is possible. Thus, demands that we rethink the strategies for effective social control, especially as regards the population living on the streets.
