O dilema da segurança pública no Brasil e os impasses para implementação de um novo modelo

The present study is an analysis of the scope of public security in Brazil after the redemocratization process in the 1980s, with the advent of the Federal Constitution of 1988, which constitutionally regulated fundamental rights, including the fundamental right to public security. Focusing on the challenges encountered in organizing a state action to stop the increase in violence rates in the country marked by internal instability and threats emerging at the end of the century and from the phenomenon of globalization, such as organized crime, international drug trafficking, among others. This, in turn, led to a demand for a greater role for the Union in coordinating the actions of security agencies, and the adoption of successive National Security Plans during the years that have elapsed since then. These plans, even with different approaches and increased investments, were not successful in stopping the diversified threats to the country's public security that emerged and the escalation of violence. Until the Plan currently in force, analyzing the obstacles to better implementation of the already approved Single Public Security System-SUSP. The present study was developed through bibliographic research and literature review regarding the concept of security and its polysemic conception, passing through an analysis of Punitive Populism and Repressive Criminal Law or Criminal Expansionism in Brazil. The examination of the National Public Security Plans after the period of redemocratization, highlighting the recent SUSP with an analysis of its legislation relevant to its structures and functioning, as well as an analysis of data from the data of the Brazilian Public Security Yearbooks published after the institution of the SUSP. In order to understand the dilemma of public security in Brazil even after 3 decades have elapsed and to base relevant foundations to answer the problems raised in it.
