A implementação da Diretiva 2007/60/CE em Portugal : problemas na definição de perímetros de inundação e na identificação de elementos expostos

Resumo: Floods in Portugal, mostly in small watersheds, implying destructive processes in infrastructures, people and goods, are generally associated with a rapid response to intense rain episodes of short duration. These effects increased significantly over the last three decades in areas that have experienced an intense urbanization. The Municipal Master Plans (PDM) are guided by a legislative framework that enforces the delimitation of affected areas by floods, considering restrictions for the occupation of those areas. In its definition, the use of rigorous hydro-meteorological methods coupled with geomorphological data is rare, in part, due to the poor availability of detailed altimetry data capable to sustaining an efficient hydrogeomorphological modelling. Following the Floods Directive assumptions and applying hydro-geomorphological methods, three case-studies were performed in the watersheds of the Arda, Leça and Caima rivers (Northern Portugal), to obtain flood-prone areas for several return periods. The results, when compared with the areas threatened by floods defined in the Municipal Master Plans, revealed many differences in the land classified as flood-prone area, facts that were validated through fieldwork. It was also found that multiple exposed elements, particularly bridges, houses, people and other infrastructures, located in floodplains were not considered in the Municipal Master Plans.
