From words to actions: potentials of the ethnographic method for the study of integration policies

Resumo: Many institutions all over Europe have been working to create forums with the objective of fostering the active participation of immigrants and strengthening their associative networks. The political opportunity structure (POS) concept can help us understand the impact these measures have on the process of integrating immigrants. However, doing so means using an investigative methodology that also picks up on the undesired effects of these policies and analyses their transcendence. This project's main objective is to measure the potentials which the ethnographic method offers in this regard. To this end the authors present an analysis of the city of Seville's (Spain) Municipal Council for Immigrant Participation (CMPI) and its effects on the associative networks of Latin Americans who live in the city.

El concepto de estructura de oportunidad política (POS) puede ayudar a entender el impacto de estas medidas en el proceso de integración de los inmigrantes. Pero ello exige aplicar una metodología de investigación que capte también los efectos no-deseados de estas políticas y analice su trascendencia. El objetivo principal de este trabajo es medir las potencialidades del método etnográfico en este punto. Con este fin presentamos el análisis del Consejo Municipal de Participación de Migrantes de la ciudad de Sevilla (España) y de sus efectos en las redes asociativas de los latinoamericanos residentes en la ciudad.Partout en Europe, de nombreuses institutions organisent des forums destinés à encourager la participation active des immigrés et à renforcer leurs réseaux associatifs. La notion de structure d’opportunité politique peut aider à comprendre l’impact de ces mesures sur le processus d’intégration des immigrés. Mais pour cela il faut appliquer une méthodologie de recherche qui identifie aussi les effets indésirables de ces politiques et qui analyse leur transcendance. Ce travail a pour principal objectif de mesurer les potentialités de la méthode ethnographique sur ce point. À cet effet, nous présentons l’analyse du Conseil municipal de participation des immigrés de la ville de Séville (Espagne) et ses effets sur les réseaux associatifs des latino-américains résidant dans la ville.Em toda a Europa numerosas instituições impulsionam fóruns que têm como objetivo fomentar a participação ativa dos imigrantes e reforçar as suas redes associativas.
