The present dissertation reflects on the process of studying and designing a project with a public program, on a site located between the former Banco Pinto & Sotto Mayor and the Ferreira de Castro Office Building, both designed by Álvaro Siza. Given the personal relationship with the city and the interest in Siza's work, it is proposed to conceive a project for Oliveira de Azeméis. In addition to the study of the location is presented an analysis of the two Siza's projects, designed twenty years apart - a corner building and the reconstruction of a building at the old Ferreira de Castro school. Looking for a theoretical basis that supports the knowledge about the place and the evolution of the project, the design of a space to support culture is developed, a building that thoughtfully looks at the surroundings, the history and the current needs of the city.
