No período de nova valorização do Atlântico Sul em virtude das descobertas das bacias de petróleo e gás, o tema, transversal às áreas da Defesa, da Segurança Marítima, das Relações Internacionais e do Direito Internacional Marítimo, tem particular interesse para o Brasil uma vez que: a aludida região está inserida no entorno estratégico brasileiro; o país tem aspirações políticas de maior projeção internacional; e o insucesso dos atores regionais nessa iniciativa pode suscitar o estímulo a ocorrência de ameaças análogas em outras regiões que podem afetar os interesses brasileiros de uma forma muito mais contundente em termos económicos, como é o caso da região do Canal de Moçambique. Por essa razão, recorre-se aos fundamentos da Teoria da Estratégia e do Processo Estratégico para identificar os principais marcos que podem balizar a formulação de uma Estratégia para o Golfo da Guiné, como fez a União Europeia em 2014. Identificar dilemas, comprender a Estratégia como a ciência que recorre aos seus três ramos – estratégia genética, estratégia estrutural e estratégia operacional - e como arte, para saber equilibrar objectivos e meios de coacção de que dispõe o Estado, conforme defendido por Jean Paul Charnay, para poder influenciar as “acções do contrário” corresponde ao cerne do trabalho. Desta forma, busca-se identificar elementos que contribuam com a identificação de acções que caracterizem um gradualismo e alternativas para viabilizar a defesa dos interesses brasileiros na região. Para tal, o trabalho busca sua fundamentação teórica em pensadores navais clássicos como Alfred T. Mahan e contemporâneos como Geoffrey Till para sustentar a análise de elementos factuais da atual conjuntura.The international community´s lack of success in combating piracy and other illicit activities in Gulf of Guinea raises interest in this complex and persistent problem that is inserted in an environment of disagreement. In the period of a new appreciation of the South Atlantic due to the discoveries of the oil and gas basins, the theme, tranversal to the areas of Defense, Maritime Security, Foreign Affairs and International Maritime Law, is of particular interest to Brazil since: the aforementioned region is inserted in the brazilian strategic environment; the country has political aspirations of greater international prominence; and the failure of regional actors in this initiative may encourage the occurrence of similar threats in other regions that may affect brazilian interests in a much more forceful way in economic perspective, as is the case in the Mozambique Channel region. For this reason, we resort to the foundations of the Theory of Strategy and Strategic Process to identify some milestones that can guide the formulation of a Strategy for the Gulf of Guinea, as the European Union did in 2014. Identifying dillemas, understanding Strategy as a science that uses its three branches – genetic strategy, structural strategy and operational strategy – and as an art, to know how to balance objectives and means of coercion available to the State, as defended by Jean Paul Charnay, to be able to influence the actions of the contrary is the core of the work. Thus, the present work seeks to identify elements that contribute to identification of actions that characterize a gradualism and alternatives to enable the defense of brazilian interests in the region. To this end, this work seeks theoretical foundation in classic naval thinkers such as Alfred T.
